The coordination and facilitation of cooperative activities under this Agreement shall be carried out, on behalf of New Zealand, by the Ministry of Research, Science and Technology or its successor agency and, on behalf of the Community, by the services of the Commission of the European Communities, who shall act as executive agents.

The coordination and facilitation of activities under this Agreement shall be accomplished on behalf of Egypt by the Academy of Scientific Research and Technology and on behalf of the Community by the services of the Commission of the European Communities in charge of the Framework programme, acting as executive agents of the Parties (hereinafter referred to as "Executive Agents").

Calls on the Member States to take action, both preventive and curative, against undeclared work through clear rules and changes in the burden of taxation, and repressive action through adequate checks and sufficient penalties, preferably with a deterrent effect; given the cross-border trend in the labour markets, this presupposes, at European level, an exchange of information and personnel, cooperation between detection and prosecution services, coordination of inspections (particularly in border areas) and of the courts (execution of judgements) and harmonisation of minimum standards on checks and sanctions;
