Potential exposure of bystanders and residents to pesticides via the air might constitute an exposure route, which needs further attention by research and possibly also regulatory measures. Risks to human health and the environment consist of acute and/or chronic adverse effects on humans and on non-target species. Acute effects are mainly due to the high toxicity of certain PPPs. Chronic effects which might also affect the fitness of exposed populations include those due to bioaccumulation and persistence of substances, irreversible effects such as carcinogenicity, mutagenicity and genotoxicity, or adverse effects on the immune or endocrine systems of mammals, fishes or birds. It has to be noted that so far no active substance, which is classified in category I for any of these effects, has been included in Annex I of Directive 91/414/EEC, certainly not if such effects are to be expected at environmental concentrations and exposure conditions.
Les risques pour la santé humaine et l'environnement résident dans les effets néfastes aigus et/ou chroniques des PPP sur les êtres humains et sur les espèces non cibles. Les effets aigus sont dus essentiellement à la forte toxicité de certains PPP. Les effets chroniques également susceptibles de compromettre la santé des populations exposées sont notamment ceux liés à la bioaccumulation et à la persistance des substances, à leurs effets irréversibles tels que la cancérogénicité, la mutagénicité, la génotoxicité, ou à leurs effets néfastes sur le système immunitaire ou endocrinien des mammifères, des poissons ou des oiseaux. Il convient d'observer que, jusqu'ici, aucune substance active classée dans la catégorie I en raison de l'un quelconque de ces effets n'a été incluse à l'annexe I de la directive 91/414/CEE, à plus forte raison si ces effets sont susceptibles de se produire dans les conditions d'exposition et aux concentrations présentes dans l'environnement.

The objective of the environmental hazard assessment shall be to determine the classification of a substance in accordance with Regulation (EC) No 1272/2008 and to identify the concentration of the substance below which adverse effects in the environmental sphere of concern are not expected to occur.
