Had NATO not intervened, it is more than likely that those expellees would still be in Macedonia, Albania, and Montenegro. The international community would also be grappling with the humanitarian crisis of an even greater proportion than that which we have to deal with now, which we are aware of in Kosovo itself, in Serbia, with the victims of the latest round of expulsions from Kosovo by the Albanian militants and in the surrounding countries.
