A. whereas the reliance on the use of remotely piloted aircraft systems (hereinafter drones) in extraterritorial lethal operations has steeply increased over the past decade; whereas countries where drone strikes have been documented include Afghanistan, Pakistan, Yemen, Libya, Iraq, Somalia and Palestine (Gaza); whereas the US, the UK, Israel and Turkey are reported to have carried out drone strikes; whereas the number of states with the capacity to use drones is likely to increase significantly in the near future;
A. considérant que le recours aux aéronefs pilotés à distance (ci-après dénommés "drones") dans des opérations meurtrières extraterritoriales a fortement augmenté au cours de la dernière décennie; considérant que, parmi les pays où des frappes de drones ont été observées, figurent l'Afghanistan, le Pakistan, le Yémen, la Libye, l'Iraq, la Somalie et la Palestine (Gaza); considérant qu'il est fait état de frappes de drones effectuées par les États-Unis, le Royaume-Uni, Israël et la Turquie; considérant que le nombre d'États ayant la capacité d'utiliser des drones est susceptible de croître de manière significative dans un proche avenir;

A. considérant que le recours aux systèmes d'aéronefs pilotés à distance (RPAS, ci-après dénommés "drones") dans des opérations meurtrières extraterritoriales a augmenté de façon exponentielle au cours de la dernière décennie; considérant que, parmi les pays où des frappes de drones ont été observées, figurent l'Afghanistan, le Pakistan, le Yémen, la Libye, l'Iraq, la Somalie et la Palestine (Gaza); considérant qu'il est fait état de frappes de drones effectuées par les États-Unis et d'autres pays; considérant que le nombre d'États ayant la capacité d'utiliser des drones est susceptible de croître de manière significative dans un proche avenir;

- Roles and responsibilities of countries of origin, transit and destination in "irregular" or "secondary movement" situations (multilateral readmission arrangements; capacity-building; extraterritorial protection arrangements in a responsibility-sharing framework);
- mieux définir les rôles et les responsabilités des pays d'origine, de transit et de destination en matière de mouvements secondaires ou irréguliers (arrangements multilatéraux de réadmission, renforcement des capacités, arrangements de protection extraterritoriale) ;
