In May 2005, the Committee reported that the Department had been moving forward on a process of Fisheries Management Renewal (FMR) to modernize the way DFO manages Canada’s fisheries, and that DFO had been looking at possible changes to the Fisheries Act to give effect to new fisheries management frameworks, including the AFPF ([17]) The AFPF calls for the development of specific policies to define the Department’s role and to take measures to expand commercial licence holders’ participation in decision making and which frequently mentions the need to possibly amend the Act.
