has the government prepared a detailed plan accompanied by schedules to explain how it will proceed with the implementation of these major projects, (i) if so, what are the details of this plan, (ii) if not, what are the reasons for the non-existence of such a document; (b) for each of the pillars, (i) which departments are potential clients, (ii) what is the project’s estimated value (estimated minimum to estimated maximum), (iii) what is the description of each
...[+++] project, (iv) what are the key success factors, (v) what are the advantages and estimated costs, (vi) what is the department’s organizational capacity, (vii) what is the planned project launch date for the invitations to tender, (viii) will the contract be awarded to one supplier or several, (ix) for these long-term contracts, what means does the government have to change suppliers once the project is under way; and (c) with regards to the process for implementing major projects, (i) what are the details of the business plan that was used to justify the projects, (ii) was an independent review done on the business plan and, if so, which individuals or organizations were part of it, (iii) what are the details of the impact studies on the small and medium-sized businesses (SME) in the Ottawa-Gatineau region or elsewhere, (iv) what strategy was used to mitigate the impact on SMEs, (v) is there an impact study for these projects on the information technology industry and, if so, what are the details?(Le document est déposé) Question n 70 Mme Meili Faille: En ce qui concerne les grands projets en technologie de l’information, et spécifiquement les quatre piliers de l’Initiative des services partagés: a) le gouvernement a-t-il préparé un plan détaillé assorti d'échéanciers pour expliquer comment il procédera avec la mise en oeuvre de ces grands projets, (i) si oui, quels sont les détails de ce plan, (ii) si non, quelles sont les raisons de l’inexistence d’un tel document; b) pour chacun des piliers, (i) quels sont les ministères qui pourraient être clients, (ii) quelle est la valeur estimée du projet (allant du minimum prévu au maximum prévu), (iii) quelle est la description de chaque projet,
(iv) quels sont les ...[+++]facteurs de réussites clés, (v) quels sont les avantages et coûts estimés, (vi) quelle est la capacité organisationnelle du ministère, (vii) quelle est la date prévue pour le lancement du projet pour l’appel d’offres, (viii) l’attribution du contrat sera-t-elle faite à un seul fournisseur ou à plusieurs, (ix) pour ces contrats à long terme, de quels moyens dispose le gouvernement pour changer de fournisseurs en cours de réalisation du projet; c) pour ce qui est du processus entourant la mise en œuvre des grands projets, (i) quels sont les détails du plan d'affaires ayant servi à justifier les projets, (ii) le plan d'affaires a-t-il fait l'objet d'une révision indépendante et, si oui, quels individus ou organismes y ont-ils participé, (iii) quels sont les détails des études d’impact sur les petites et moyennes entreprises (PME) de la région d’Ottawa-Gatineau ou ailleurs, (iv) quelle stratégie est-elle utilisée pour mitiger l’impact sur les PME, (v) existe-t-il une étude d’impact de ces projets sur l’industrie de la technologie de l’information et, si oui, quels en sont les détails?
