I wondered if you felt that what we require is a bar of conditionality, a minimum bar that will be required before we would actually offer to aid countries, on the issues of governance, corruption, good monetary and fiscal policy, an independent judiciary, legal protection for both domestic and foreign investors key if they're going to attract the foreign investments they need to capitalize on the enormous resources they have within the ground to help the impoverished people who live on top.
