First, several infrastructure projects launched with the explicit purpose of increasing security of supply after the 2009 supply crisis have – due to a variety of issues ranging from a lack of political support to unsatisfactory project management and lack of cross-border cooperation – not yet been (fully) commissioned.[32] Second, many of the national security of supply strategies are either unilateral in nature, insufficiently coordinated and/or insufficiently cooperative.

The investigation showed that all types of bioethanol are considered to be biofuels under the current National Renewable Fuel Standard program (RFS1) established under the Energy Policy Act of 2005, which amended the Clean Air Act by establishing the first national renewable fuel standard.
