In those Communications an integrated approach was proposed with a view to reaching the Community target of average emissions of 120 g CO2/km from new passenger cars and light commercial vehicles registered in the Community by 2012 by focusing on mandatory reductions of emissions of CO2 to reach an objective of 130 g CO2/km for the average new car fleet by means of improvements in vehicle motor technology and a further reduction of 10 g CO2/km, or equivalent if technically necessary, by means of other technological improvements, including fuel efficiency progress in light commercial vehicles.
Ces communications proposaient, pour réaliser l'objectif communautaire, de ramener les émissions moyennes des voitures particulières neuves et des véhicules utilitaires légers immatriculés dans la Communauté à 120 g de CO2/km d'ici à 2012, l'adoption d'une approche intégrée centrée sur des réductions obligatoires des émissions de CO2 permettant de parvenir, par des améliorations de la technologie des moteurs, à l'objectif de 130 g de CO2/km en moyenne pour le parc automobile neuf, et sur une réduction supplémentaire de 10 g de CO2/km, ou équivalent si cela est techniquement nécessaire, obtenue grâce à d'autres améliorations technologiques, et notamment grâce au progrès en ce qui concerne le rendement énergétique des véhicules utilitaires légers.

While this Communication focuses on CO2 reductions through an integrated approach (fuel economy improvements in light-duty vehicles (passenger cars and light commercial vehicles), other technological improvements and use of bio-fuels), it does not prejudge any additional measures that the Commission may propose to tackle the climate change impacts of road transport.

Notwithstanding proper mechanisms of protection for shareholder and creditors do contribute to greater efficiency (risk reduction), it should be noticed that the primary focus of the EU legislation should be to provide mechanism enhancing efficiency and competitiveness of businesses. In this light some of the above related provision, especially in the area of capital maintenance and corporate restructuring, are considered to be hold-ups on the way to a more competitive market.

Most of the accident prevention measures have focused on the driver, while the measures to reduce the consequences of an accident have primarily focused on the vehicle, through improved passive safety such as crashworthiness, seatbelts airbags and conventional active safety systems such as braking and lighting.

1.3. is nonetheless convinced that the debate on the future of Europe cannot focus purely on institutional issues, powers and financing, but that the tasks of the European Union and the allocation of responsibilities to the Member States and the regional and local authorities need to be based on, and evaluated in the light of, the subsidiarity principle and the principles of proportionality and allocated powers for the EU and on the obligation to respect Member States' national identity; that this exercise must lead to greater transparency and responsibility, as well as to a more efficient and democratic decision-making process focusing on policies offering the greatest added value and increasing involvement of the general public;
