The Commission will review the state of the debate in the summer of 2003 and identify suitable initiatives, possibly in a further Communication for examination by the Education Ministers in the Education Council and the Research Ministers in the Competitiveness Council, as well as by the European Summit of Higher Education Ministers scheduled for 18-19 September 2003 in Berlin.

In the light of the contributions the Commission receives from this consultation, it will determine future action and whether to submit a follow-up communication for the Education Ministers (in the Education Council) and the Research Ministers (in the Competitiveness Council), as well as to the European Summit of Higher Education Ministers scheduled for 18-19 September 2003 in Berlin as part of the Bologna process.

Subsequent to the adoption of Leonardo da Vinci II in April 1999, a number of policy initiatives have been launched with a major impact on vocational training policy and consequently on Leonardo da Vinci II : the Lisbon strategy of March 2000, which accords an important role to education and training for the achievement of its goals [4]; the communication of the Commission on 'Making a European Area of Lifelong Learning a Reality' [5], setting a new paradigm for education and training; the report of the Education Council and the European Commission on the common objectives of education and training systems [6], and the subsequent detailed work programme [7]; the Council resolution of November 2002 on enhanced European co-operation in Vocational Education and Training (VET) [8] extended by the subsequent Copenhagen declaration that was adopted by 31 Ministers, the Commission and the social partners at European level; the Action Plan for the promotion of language learning and linguistic diversity [9], adopted by the Commission in July 2003 and based on the experience of the European Year of languages.

Furthermore, the Commission adopted in November 2003 a Communication on "Education and Training 2010: the success of the Lisbon strategy hinges upon urgent reforms" as its contribution to the joint interim report which the Education Council and the Commission will present to the 2004 Spring European Council.

24 (1) Where Foothills receives a direction from the designated officer to consult with the government of the Province, the Municipal Council of Fort Nelson, the Municipal Council of Fort St. John, the Board of the Peace River — Liard Regional District, Indian, Metis and non-status Indian organizations in the Province or with any community situated in the vicinity of the pipeline in respect of any matter in connection with the construction or operation of the pipeline, Foothills shall, within 30 days of receiving such direction, consult with that government, Council, Board, organization or community.

28. Foothills shall, following consultation with the government of the Province, the Municipal Council of Fort Nelson, the Municipal Council of Fort St. John, the Board of the Peace River — Liard Regional District and Indian, Metis and non-status Indian organizations in the Province, submit to the designated officer for his approval a plan, to be known as the information, consultation and liaison plan, that sets out the manner in which Foothills intends to carry out the provisions in sections 18 to 21, 23 and 25 to 27.
