In order to support the implementation of the Work Plan, work methods which have never before been used in the area of sport have been introduced, namely expert groups created by the Commission and the EU countries in the following areas: anti-doping; good governance in sport; education and training in sport; sport, health and participation; sport statistics and sustainable financing of sport.

Comments from the Expert Group on Anti-Doping (XG AD) to the revision of the WADC were prepared and submitted to the Council in four successive waves, following the consultation phase rhythm of WADA.[7] Similarly, International Standards pertaining to the Code were commented on by the EU in three waves.[8] In its fourth contribution, the EU has extended a comprehensive proposal to WADA to work on appropriate non-binding guidance texts to accompany the relevant Code and International Standards provisions as part of the post-2015 implementation.

In the Reports, it was found, inter alia, that Article 9(5) of Council Regulation (EC) No 1225/2009 of 30 November 2009 on protection against dumped imports from countries not members of the European Community (3) (‘Basic Anti-Dumping Regulation’) was inconsistent with Articles 6.10, 9.2 and 18.4 of the WTO Anti-Dumping Agreement and Article XVI:4 of the WTO Agreement.
