Underscores the need for family businesses to have a direct link with educational activities that keep them constantly informed of state-of-the-art practices of good business management; stresses in this regard that family businesses make a vital contribution to the success of vocational training reforms and to increasing the number of apprenticeships; notes that, in the long term, well-functioning vocational-training systems could be instrumental in combating the skilled-worker shortage and youth unemployment; points out that the Commission and the Member States should foster an exchange of best practice with regard to how vocational training systems could provide the best possible environment for family businesses to invest in apprenticeships;

(20a) In order to supplement the provisions of this Decision, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of establishing and managing the Emergency Response Centre (ERC) and specifying the functioning of the Common Emergency Communication and Information System; specifying the conditions for identifying modules and the general requirements for their functioning and interoperability; establishing conditions for resources available for assistance intervention; specifying the functioning of the European emergency response capactity (EERC) as a voluntary pool, the capacity goals for the EERC, the interoperability and quality requirements for capacities in the EERC, and the process for certification and registration of capacities; specifying the modalities for addressing capacity gaps; defining the aim, the content, the structure, the organisation, and the target group of the training programme and the training network; specifying the procedure for responding to major disasters or imminent major disasters within and outside the Union; specifying the functioning of the expert teams and the conditions of selection, dispatching and disengaging an expert team; specifying the level of detail of the information on equipment and transport resources and specifying the procedures for the identification of such equipment and resources and for the provision of additional transport resources; specifying the procedure for requesting and deciding on granting Union financial support for transport; and adopting the annual work programmes.
(20 bis) Afin de compléter les dispositions de la présente décision, le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne devrait être conféré à la Commission en ce qui concerne la création et la gestion du centre de réaction aux situations d’urgence et les précisions à apporter quant au fonctionnement du système commun de communication et d’information d’urgence; aux précisions à apporter quant aux conditions permettant de définir les modules et aux exigences générales applicables à leur fonctionnement et à leur interopérabilité, à la définition des conditions concernant les ressources pouvant être affectées aux interventions d’aide; à la définition du fonctionnement de la capacité européenne de réaction d’urgence (CERU) en tant que réserve de moyens mis à disposition à titre volontaire, les objectifs de capacité de la CERU, les exigences en matière d’interopérabilité et de qualité applicables aux capacités de la CERU, et au système de certification et d’enregistrement des capacités; à la définition des modalités permettant de faire face aux déficits de capacités; à la définition de l’objectif, du contenu, de la structure, de l’organisation et du groupe cible du programme et du réseau de formation; la définition de la procédure de réaction aux catastrophes majeures ou aux catastrophes majeures imminentes à l’intérieur ou à l’extérieur de l’Union; la définition du fonctionnement des équipes d’experts et des conditions de sélection, d’envoi et de rappel d’une équipe d’experts; la définition du niveau de détail des informations sur les équipements et les ressources en moyens de transport et la définition des procédures d’identification de ces équipements et ressources et de fourniture de ressources en moyens de transport supplémentaires; la définition de la procédure de demande et d’octroi d’un soutien financier de l’Union pour le transport; et l’adoption des programmes annuels de travail.

This information has to be available for and to be used by the infrastructure managers by means of a train specific handbook (register of rolling stock) which can also address the possibility of or the need for auxiliary functions for the train to be manageable or to be managed by control-command, e.g., for passage of neutral sections, speed reduction in special circumstances depending of the train and line characteristics (tunnels) and particularities of other TSIs.
