(13) The Commission should in due course arrange for an independent assessment to be conducted concerning the activities carried out in the fields covered by this programme, which would include environmental, social, health and animal welfare criteria, which in the future will lead to further systematic measuring and assessing of both direct and indirect actions under the Framework Programme.
(13) La Commission devrait faire procéder, en temps utile, à une évaluation indépendante des actions réalisées dans les domaines couverts par le présent programme, laquelle inclurait des critères environnementaux, sociaux, sanitaires et de bien-être animal, qui, à l'avenir, déboucheront sur d'autres mesures systématiques et d'autres évaluations des actions directes et indirectes au titre du programme-cadre .

(13) The Commission should in due course arrange for an independent assessment to be conducted concerning the activities carried out in the fields covered by this programme, which would include environmental, social, health and animal welfare criteria, which in the future will lead to further systematic measuring and assessing of both direct and indirect actions pursuant to the Framework Programme.

THE EUROPEAN COMMUNITY AND SPACE - COUNCIL CONCLUSIONS The Council: - considered that the communication of the Commission offered a pertinent overview of the situation of space activities in Europe and that its broad objectives constituted a useful basis for the possible definition of future Community activities in this field; - considered, that the Commission should continue to develop its role as a user of space technology, in particular in the field of earth observation, with a view to contributing to the optimization of the use of satellite data as well as to the implementation of Community policies; - agreed that the question of Community support for space- related RTD activities, including, if appropriate, development of instruments, should be considered when deciding on the Community RTD Fourth Framework Programme and its specific programmes, according to the normal rules and procedures; noted, however, that the Commission does not intend to propose a specific Community space research programme within the fourth Framework Programme; - invited the Commission to continue its efforts, within its sphere of competence and in the appropriate fora, in order to establish favourable conditions for the development of space application markets and for competitive European space industries. - agreed that synergy and complementarity between the Community RTD programmes and the activities of ESA and, while respecting the provisions of the Treaty, activities of the Member States and other international organisations should be further developed, whilst avoiding any duplication of efforts and whilst fully respecting the operating rules and procedures of both the Community and ESA; - noted the Commission's intention to establish an ad hoc group on Space with representatives of all the Member States.
LA COMMUNAUTE EUROPEENNE ET L'ESPACE - CONCLUSIONS DU CONSEIL Le Conseil : - a estimé que la communication de la Commission présente une vue d'ensemble pertinente des activités spatiales en Europe et que les objectifs généraux qui y sont fixés constituent une base utile pour la définition éventuelle des actions que la Communauté pourraient mener à l'avenir dans ce domaine ; - a estimé que la Commission devrait continuer à accroître son rôle d'utilisateur de la technologie spatiale, notamment dans le domaine de l'observation de la terre, en vue de contribuer à l'optimalisation de l'utilisation des données satellitaires ainsi qu'à la mise en oeuvre des politiques communautaires ; - a convenu qu'il faudrait examiner, conformément aux règles et procédures habituelles, la question du soutien de la Communauté aux activités de recherche et développement technologique (RDT) dans le domaine spatial, y compris, le cas échéant, la mise au point d'instruments lorsqu'interviendra la décision sur le quatrième programme-cadre des actions communautaires de RDT et ses programmes spécifiques ; il a toutefois noté que la Commission n'a pas l'intention de proposer un programme de recherche communautaire spécifique dans le domaine spatial qui s'inscrirait dans le quatrième programme-cadre ; - a invité la Commission à poursuivre ses efforts, dans la limite de ses compétences et dans les enceintes appropriées, afin de créer les conditions favorables à l'extension des marchés des applications spatiales et à la compétitivité des industries spatiales européennes ; - a convenu qu'il faudrait améliorer la synergie et la complémentarité entre les programmes communautaires de RDT et les activités de l'ASE et, dans le respect des dispositions du traité, qu'il conviendrait de poursuivre le développement des activités des Etats membres et d'autres organisations internationales, tout en évitant la duplication des efforts et en respectant pleinement les règles et procédures de fonctionnement de ...

Recalls its conclusion of 29 April 1993, according to which detailed criteria and mechanisms should be established for cost-effective implementation and improved management of the Framework Programme in order to ensure that its objectives are fully met; reaffirms also its emphasis on the need for the improvement of procedures for systematic, independent and timely evaluation of the Framework Programme; 2. Welcomes in this respect the initiatives undertaken by the Commission with a view to improving the management of the EC research programmes and encourages the Commission to develop further such initiatives in time for the implementation of the Fourth Framework Programme; 3. Emphasizes that procedures and tools for programme implementation should as far as possible be simplified and harmonized in order to facilitate participation in Community research programmes, particularly by SMEs, and to allow for smooth, transparent and timely implementation of the Framework Programme; welcomes in this respect the circulation by the Commission of information bulletins on a regular basis; 4. Would welcome in particular, without prejudice to the quality and transparency of the selection procedure, improvements in specific areas, such as the shortening of delays between deadlines for receipt of proposals and start of selected projects and the provision of information to applicants on non-selected proposals; 5. Takes note of the Commission's intention to assess in further detail the possible benefits and disadvantages of decentralized management and possible further concrete measures that could be taken in this field, so as to enable Council to take a view on this issue as soon as possible; 6. The fourth framework programme of Community activities in RTD (1994-98) should mark a significant step forward for SMEs compared with the earlier programmes; it will involve measures to improve, strengthen and extend to other programmes the Craft cooperative research scheme and the feasibility awards currently being made under Brite/Euram, and a reinforcement of the Value and Sprint programmes for the utilization of the results of Community research and transfer of technology to SMEs.
Le 4ème programme cadre de RDT de la Communauté (1994-1998) devrait constituer un progrès significatif pour les PME par rapport à ses prédécesseurs avec notamment l'amélioration, le renforcement et l'extension à d'autres programmes du système de recherche coopérative CRAFT , des primes de faisabilité actuellement octroyées dans le cadre du programme Brite-Euram et un renforcement des programmes Value et Sprint pour la valorisation de la recherche communautaire et le transfert de technologies en direction des PME.
