Takes the view that extending the scope of the geographical indication protection system to cover non-agricultural products could help make the EU’s position in this area still stronger and more consistent, both in bilateral trade negotiations and in multilateral forums, the ultimate aim being to provide a high level of protection for all high-quality European products outside the EU; considers, in particular, that both agricultural and non-agricultural products protected by geographical indications should be fully taken into account in negotiations on future EU trade agreements; believes that a comprehensive EU geographical indications system would foster commercial expansion and make it easier to carry out joint promotional campaigns outside the EU;

‘Geographical Information System’ (hereinafter referred to as ‘GIS’) means the computerised geographical information system techniques referred to in Article 70 of Regulation (EU) No 1306/2013;

The geographical indications schemes provide protection of intellectual property rights for products described by registered geographical indications; and marketing assistance, primarily by conveying information as to compliance with the geographical indication system.

The arrangements for checks on the aid paid to producers depend to a great extent on the existence and smooth operation of the geographic information system (GIS) referred to in Regulation (EC) No 1638/98. The GIS is essential for some of the options to be examined for the future and, at the very least, useful for the others.

With regard to Amendment No 1, the Commission’s main motivation in presenting this proposal was firstly to adjust the integrated control system to the new legislative situation arising from Agenda 2000, secondly, to introduce the geographic information systems designed to improve the identification of agricultural areas and, thirdly, to stipulate compatibility between IACS and administration and control systems for other Community aid systems.

(14) Whereas, in order to improve knowledge of and checks on the production of olive oil at the level of the individual producer, special attention should be paid to work on the olive cultivation register during the 1998/99 to 2000/01 marketing years; whereas, to take account of experience gained, the method used for other crops in the context of the Integrated Administration and Control System should also be applied for the olive cultivation register; whereas the Commission must therefore determine the measures to be taken and the arrangements and criteria to be complied with to achieve the creation of a Geographical Information System; whereas it is therefore necessary to derogate from Regulation (EEC) No 154/75 (10) and Regulation (EEC) No 2261/84 (11);
