The VAT-based own resource and the GNI-based own resource, taking into account the effect on these resources of the correction granted to the United Kingdom for budgetary imbalances and of the gross reduction granted to Denmark, the Netherlands, Austria and Sweden, shall be credited on the first working day of each month, the amounts being one-twelfth of the relevant totals in the budget, converted into national currencies at the rates of exchange of the last day of quotation of the calendar year preceding the budget year, as published in the Official Journal of the European Union, C Series.

For the specific needs of paying expenditure of the EAGF pursuant to Regulation (EC) No 73/2009, and depending on the Union's cash position, Member States may be invited by the Commission to bring forward by one or two months in the first quarter of the financial year the entry of one-twelfth or a fraction of one-twelfth of the amounts in the budget for the VAT-based own resource and the GNI-based own resource, taking into account the effect on these resources of the correction granted to the United Kingdom for budgetary imbalances and of the gross reduction granted to Denmark, the Netherlands, Austria and Sweden.

If the budget has not been finally adopted at the latest two weeks before the entry for January of the following financial year, the Member States shall enter on the first working day of each month, including January, one-twelfth of the amount of the VAT-based own resource, and the GNI-based own resource, taking into account the effect on these resources of the correction granted to the United Kingdom for budgetary imbalances and of the gross reduction granted to Denmark, the Netherlands, Austria and Sweden, entered in the last budget finally adopted; the adjustment shall be made on the first due date following final adoption of the budget if it is adopted before the sixteenth of the month.

In a limited number of cases, the scope of a RTD objective and the scale of the resources involved justify setting up long-term public-private partnerships in the form of Joint Technology Initiatives. These initiatives, mainly resulting from the work of European Technology Platforms and covering one or a small number of selected aspects of research in their field, will combine private sector investment and national and European public funding, including grant funding from the Research Framework Programme and loan finance from the European Investment Bank. Joint Technology Initiatives will be decided individually on the basis of separate proposals (e.g. on the basis of Article 171 of the Treaty).

Whereas the European Council of 24 and 25 March 1999 invited the Commission to submit, before 1 January 2006, a report reviewing the operation of the own resources system and, in particular, the effects of enlargement on the financing of the budget; whereas the report should also review the correction of the budgetary imbalances granted to the United Kingdom as well as the granting to Austria, Germany, the Netherlands and Sweden of the reduction in the financing of the budgetary imbalances in favour of the United Kingdom; whereas the report should also address the feasibility of creating new autonomous own resources as well as arrangements for the possible introduction of a fixed uniform rate applicable to the VAT assessment bases; whereas the Commission will submit that report before 1 January 2004; whereas, on the basis of that report, the Commission will submit, before 1 January 2005, a proposal for a Council decision which will replace this Decision on 1 January 2007; whereas that decision is to include provisions concerning the replacement of the VAT resource by new, autonomous own resources; whereas those new resources should be directly connected with ordinary citizens and not increase the tax burden they bear; whereas, furthermore, provisions should be included for the gradual phasing-out of the compensatory mechanism established in favour of the United Kingdom; whereas, it should enter into force simultaneously with the beginning of the new financial perspective from 2007 with a view to improving consistency between the revenue and expenditure sides of budgetary policy;
considérant que le Conseil européen des 24 et 25 mars 1999 a invité la Commission à présenter avant le 1er janvier 2006 un rapport sur le fonctionnement du système des ressources propres et notamment sur les effets de l'élargissement sur le financement du budget; que le rapport doit aussi examiner la correction des déséquilibres budgétaires accordée au Royaume-Uni, ainsi que de la réduction accordée à l'Allemagne, à l'Autriche, aux Pays-Bas et à la Suède dans le financement des déséquilibres budgétaires en faveur du Royaume Uni; que le rapport doit aussi étudier la possibilité de créer de nouvelles ressources autonomes et les modalités de l'introduction éventuelle d'un taux uniforme fixe applicable aux assiettes TVA; que la Commission présentera ce rapport au plus tard le 1er janvier 2004; que la Commission soumettra, sur la base de ce rapport, au plus tard le 1er janvier 2005, une proposition de décision du Conseil remplaçant la présente décision au 1er janvier 2007; que cette décision contiendra des dispositions relatives à la substitution aux ressources propres TVA de nouvelles ressources propres autonomes; que ces dernières doivent concerner directement les citoyennes et les citoyens, sans alourdir les impôts et les taxes auxquels ceux-ci sont assujettis; que la décision doit, en outre, contenir des dispositions relatives à l'extinction graduelle du mécanisme correcteur dont bénéficie le Royaume-Uni; qu'elle doit entrer en vigueur à la date où s'appliqueront les nouvelles perspectives financières, soit en 2007, de sorte que le volet des recettes et le volet des dépenses de la politique budgétaire soient mieux accordés;
