Thus the European Union has rightly taken steps to recognise the historical fact of art-looting between 1933 and 1945, but it has not yet established a comprehensive framework to resolve the remaining legal problems arising from looted art, which have an effect on the freedom of circulation of all works of art in the Internal Market.
Ainsi, l'Union européenne a pris à juste titre des mesures pour reconnaître le fait historique du pillage des œuvres d'art entre 1933 et 1945; mais elle n'a pas encore établi un cadre global permettant de résoudre les autres problèmes juridiques posés par les biens artistiques pillés, qui ont des effets sur la liberté de circulation de l'ensemble des œuvres d'art dans le marché intérieur.
