9. Urges the Member States to integrate and prioritise green infrastructure in spatial and land-use planning by consulting with, and raising awareness among, stakeholders on the ground and local people through education campaigns, involving all decision-taking levels (local, regional and national), and asks the Commission to support guidance and benchmarking in this area in order to ensure that green infrastructure becomes a standard part of spatial planning and territorial development across the Union; points out that permit procedures for new developments or grey infrastructure need to ensure full assessment of any negative impacts on ecosystems and existing green infrastructure in order to avoid and mitigate such impacts and ensure actual long-term societal benefits;
9. invite instamment les États membres à intégrer l'infrastructure verte et à lui donner la priorité dans le cadre de l'aménagement et du développement du territoire en consultant et en sensibilisant les acteurs de terrain et la population locale avec pédagogie en associant tous les niveaux de décision (local, régional, national), et demande à la Commission de promouvoir des orientations et l'évaluation comparative dans ce domaine afin de garantir que l'infrastructure verte devienne partie intégrante de l'aménagement et du développement du territoire dans l'ensemble de l'Union; souligne que les procédures d'octroi d'autorisation pour de nouveaux développements ou l'infrastructure grise doivent prévoir une évaluation complète de toutes les incidences négatives sur les écosystèmes et l'infrastructure verte existante pour éviter ou atténuer ces incidences et garantir des bénéfices sociétaux réels à long terme;

7. Points out that green infrastructure can play a particularly important role in cities, where an increasing proportion of the population is living today and where it can deliver services like clean air, temperature control and mitigation of the local ‘heat island effect’, recreation areas, flood protection, rainwater retention and flood prevention, maintenance of groundwater levels, restoring or halting the loss of biodiversity, alleviation of extreme weather and its effects, improving the health of citizens, and enhancing the quality of life in general, including by providing accessible and affordable areas for physical activity; stresses the link between green infrastructure and public health and considers that investment in green infrastructure is also an investment in public health;

Calls on the Commission and the Member States to use all EU financing instruments, including those under the cohesion policy and the common agricultural policy, especially Ecological Focus Areas, to promote green infrastructure where appropriate in order to ensure the delivery of a wide variety of ecosystem services and the protection of natural processes in rural and urban areas; calls on the Commission to report regularly to Parliament on the use of CAP funds to support green infrastructure; stresses, in this connection, the important role of green infrastructure in the protection of bees and hence for the effective functioning of pollination;
10. encourage la Commission et les États membres à recourir à tous les instruments de financement européens, notamment ceux contenus dans la politique de cohésion et dans la politique agricole commune, et particulièrement aux surfaces d'intérêt écologique, pour promouvoir l'infrastructure verte lorsqu'il y a lieu, dans le but de garantir la fourniture d'une large gamme de services écosystémiques variés ainsi que la protection des processus naturels dans les zones rurales et urbaines; demande à la Commission de rendre compte régulièrement au Parlement de l'utilisation des fonds de la PAC pour soutenir l'infrastructure verte; souligne en ce sens le rôle important de l'infrastructure verte pour la protection des abeilles et donc pour le bon fonctionnement de la pollinisation;

18. Highlights the importance of the proper integration of green infrastructure requirements into the implementation of EU structural and cohesion policy instruments, in particular for financing urban green infrastructure, and urges the competent authorities to promote relevant actions;
18. insiste sur l'importance de correctement intégrer les exigences relatives à l'infrastructure verte dans la mise en œuvre des instruments de la politique de cohésion et de la politique structurelle de l'Union, notamment pour financer l'infrastructure verte urbaine, et demande instamment aux autorités compétentes de prendre des mesures en ce sens;

8. Stresses the contribution of green infrastructure as a vital accompaniment to the Natura 2000 network, enhancing the coherence and resilience of the network, which serves the conservation of key species and habitats of Europe’s nature, and helping to maintain the delivery of ecosystem services estimated at several hundred billion euros per year; points, in this connection, to the complementarity between Natura 2000 legislation and the green infrastructure initiative;
