15. Welcomes the diminishing number of Member States under the excessive deficit procedure and the fact that Member States are reducing their debts and consolidating their budgets; strongly urges the Commission and the Member States to exploit all margins of flexibility inherent in the preventive arm of the Stability and Growth Pact (SGP) to balance productive public investment needs with fiscal discipline objectives, for example by excluding the aggregate volumes of national co-financing under the Structural and Investment Funds from the limits imposed by the Stability and Growth Pact, or by basing calculations for the purposes of the Pact on a Member State’s net cash requirements, as opposed to its gross requirements;
15. se félicite de la diminution du nombre d'États membres soumis à la procédure de déficit excessif et se réjouit du fait que les États membres réduisent leur dette et consolident leur budget; invite instamment la Commission et les États membres à exploiter toutes les marges de manœuvre inhérentes au volet préventif du pacte de stabilité et de croissance (PSC) afin d'établir un équilibre entre les besoins en investissements publics productifs et les objectifs de la discipline budgétaire, par exemple en excluant des limites imposées par le pacte de stabilité et de croissance le montant total du cofinancement national au titre des Fonds structurels et d'investissement ou en fondant les calculs effectués pour les besoins du pacte sur les besoins nets en liquidités d'un État membre et non pas sur ses besoins bruts.

23. Invites the Commission and the Member States to exploit all margins of flexibility existing within the preventive arm of the Stability and Growth Pact (SGP) to balance productive and sustainable public investment needs with fiscal discipline objectives; considers that this could be done, for example, by excluding the aggregate volumes of national co-financing under the European Structural and Investment Funds from the limits imposed by the Stability and Growth Pact, by basing calculations for the purposes of the Pact on a Member State’s net cash requirements, as opposed to gross requirements, that is to say, net of the taxes payable on real expenditure (most importantly VAT), or by phasing the two sources of programme financing (European and national) according to different timetables, so that the funding would be wholly European during the first years of a programme and come entirely from national sources during the final years, on the assumption that the individual Member State concerned would, by that point, have managed to achieve tangible results in terms of the policy of containing the debt-to-GDP ratio;
23. invite la Commission et les États membres à exploiter toutes les marges de flexibilité disponibles dans le volet préventif du pacte de stabilité et de croissance (PSC) afin d'équilibrer les nécessités d'investissements publics productifs et durables avec les objectifs de discipline fiscale; estime que cela pourrait être réalisé, notamment en excluant des limitations du pacte de stabilité et de croissance les niveaux totaux du cofinancement national par les fonds structurels et d'investissement européens, en tenant compte, dans les calculs relatifs au pacte, du besoin d'autofinancement net et non brut de l'État, c'est-à-dire du besoin d'autofinancement net des impôts pesant sur les dépenses effectives (en tenant tout particulièrement compte de la TVA), ou encore en appliquant une adaptation différente aux délais des deux sources (européenne et nationale) de financement de ces programmes, en permettant la pleine utilisation des fonds européens pendant les premières années du programme et une utilisation totale de la source nationale dans les dernières années de celui-ci, en supposant qu'alors, l'État membre concerné aura obtenu des résultats concrets grâce à sa politique de maîtrise du taux d'endettement;

4. Where the assistance concerned entails the financing of revenue-generating investments, the contribution from the Funds to these investments shall be determined in the light of their intrinsic characteristics, including the size of the gross self-financing margin which would normally be expected for the class of investments concerned in the light of the macro-economic circumstances in which the investments are to be implemented, and without there being any increase in the national budget effort as a result of the contribution by the Funds.
4. Lorsque l'intervention concernée implique le financement d'investissements générateurs de recettes, la participation des Fonds à ces investissements est déterminée compte tenu, parmi leurs caractéristiques propres, de l'importance de la marge brute d'autofinancement qui serait normalement attendue pour la catégorie des investissements concernés en fonction des conditions macroéconomiques dans lesquelles les investissements sont à mettre en oeuvre, et sans que la participation des Fonds n'entraîne une augmentation de l'effort budgétaire national.

3. Where the measure concerned entails the financing of revenue-generating investments, the Commission shall determine, within the framework of the partnership, the rate of contribution from the Funds for these investments, in compliance with the provisions of Article 13 (3) of Regulation (EEC) No 2052/88 and on the basis of the criteria referred to in paragraph 1 of that Article, taking account, amongst their intrinsic characteristics of the size of the gross self-financing margin which would normally be expected for the class of investments concerned in the light of the macro-economic circumstances in which the investments are to be implemented, and without there being any increase in the national budget effort as a result of contribution by the Fund.

In fact, since corporation tax rates are lower than marginal rate of tax on personal income in the majority of Member States, granting this option would give small and medium-sized businesses not operating as limited liability companies additional self-financing capacity.
En effet, le taux de l'impôt sur les sociétés étant dans la quasi totalité des Etats membres inférieur au taux marginal de l'impôt sur le revenu des personnes physiques, l'ouverture de ce droit d'option favoriserait la constitution d'une capacité supplémentaire d'auto-financement pour les PME n'ayant pas le statut de société de capitaux.

This measure would reinforce the self-financing capacity of SMEs since the corporation tax rate is lower than the marginal rate of personal income tax in most Member States.

Since the rate of corporation tax is lower in most Member States than the marginal rate of personal income tax, the opening of this option would help all SMEs not constituted as companies to create additional self-financing capacity.

Among the problems of common interest in this field, the Commission has selected three which, it fells, are of particular signifiance for a new and more detailed phase of the exchange of views which has been going since 1983 in the wake of the initial communication on this topic which the Commission sent to the Council in 1982. They are the problems underlying the financing of current or projected needs in terms of social protection expenditure, the implication of demographic trends and the worsening problem of marginalization (the "new poor") which is affecting or threatening a considerable number of people in the Member States. 1. Financing problems In spite of steps taken to curb the growth in social expenditure over the last few years, the public authorities were long unable to restore financial equilibrium and were thus obliged to impose new social charges or taxes. In 1984, the percentage of the gross domestic product accounted for by current public revenue -up to two thirds of which is destined for the financing of social protection - was close to 50% in most Member States.
