Recognises that mobilising sufficient funding under a global climate deal will be absolutely crucial for halving and eventually halting global deforestation; supports, in this context, the Commission's proposal to create a Global Forest Carbon Mechanism (GFCM) within the framework of the United Nations Framework Convention on Climate Change, based on a permanent financing scheme; calls on Member States to back up their commitment to halting global deforestation and forest degradation by earmarking a significant part of the auctioning revenues from the EU emissions trading scheme (ETS) for reducing deforestation and forest degradation in developing countries and by focusing the negotiations on funding sources as outlined in the Commission Communication of 28 January 2009 entitled "Towards a comprehensive climate change agreement in Copenhagen" (COM(2009)0039); calls on Member States to support the Commission's proposal to embrace the funding proposal made by Norway and to allocate part of future revenues from auctioning of Assigned Amount Units to the GFCM;
7. reconnaît que la disponibilité de moyens suffisants dans le cadre d'un accord mondial sur le climat sera déterminante pour réduire de moitié et, à terme, pour faire cesser la déforestation mondiale; soutient, dans ce cadre, la proposition de la Commission qui entend mettre en place un mécanisme mondial pour le carbone forestier (MMCF) dans le cadre de la convention-cadre des Nations unies sur les changements climatiques, fondé sur un système de financement permanent; appelle les États membres à confirmer leur engagement à faire cesser la déforestation et la dégradation des forêts au niveau mondial en affectant une partie significative des recettes des enchères issues du système communautaire d'échange de quotas d'émission (SCEQE) à la réduction des émissions issues de la déforestation dans les pays en développement et en se concentrant principalement sur les sources de financement au cours des négociations, comme le souligne la Commission dans sa communication du 28 janvier 2009 intitulée "Vers un accord global en matière de changement climatique à Copenhague" (COM(2009)0039); appelle en outre les États membres à soutenir la proposition de la Commission visant à se rallier aux modalités de financement proposées par la Norvège et à partiellement allouer au MMCF les futures recettes de la mise aux enchères des unités de quantité attribuée;
