Eighteen voluntarily surrendered to ICTY. Among these, in early April 2004, the ICTY unsealed an indictment dated 4 March against six Croats who served as political and military officials in the so-called "Herceg-Bosna", a war-time entity established by ethnic Croats in Bosnia and Herzegovina.

Also worth mentioning here are the attempt by certain representatives of the Croat community in Bosnia to destabilise the government in order to recreate the wartime statelet of Herzeg-Bosna and the government's compliance with the terms of the Dayton agreement and collaboration with the International Criminal Tribunal for the former Yugoslavia.
Il convient de noter, sur ce point, que le gouvernement a pris ses distances par rapport aux initiatives de certains représentants de la communauté croate de Bosnie visant à rétablir le petit État de Hertzeg-Bosna, créé pendant la guerre, qu’il respecte les clauses des accords de Dayton et collabore avec le Tribunal pénal international pour l’ex-Yougoslavie.
