This notice is aimed at pan-European consortia of Higher education institutions, training organisations and partners from the audiovisual sector whose activities contribute to the attainment of the above objectives of the MEDIA programme as described in the Council Decision.
Le présent appel à propositions s'adresse aux consortiums paneuropéens composés d'établissements d'enseignement supérieur et/ou d'organismes liés au secteur audiovisuel dont les activités contribuent à la réalisation des objectifs ci-dessus mentionnés du programme MEDIA tel que décrit dans la décision du Conseil.

One of the objectives of the programme is to encourage exchanges and cooperation, in supporting the networking of European training players, in particular Higher educations institutions, training organisations and partners of the audiovisual sector and to encourage the mobility of students and trainers in Europe.
Un des objectifs de ce programme est de favoriser les échanges et la coopération, en soutenant la mise en réseau des acteurs européens de la formation, en particulier les établissements d'enseignement supérieur, les organismes de formation et les partenaires du secteur professionnel et de favoriser la mobilité des étudiants et des formateurs en Europe.

Under Article 4(1) of Commission Decision 2005/56/EC (2), the Education, Audiovisual and Culture Executive Agency (hereinafter referred to as the Agency) has been entrusted with the management of certain strands of Community programmes in the fields of education, audiovisual and culture, and in particular with the management of the support programme for the European audiovisual sector MEDIA 2007 (2007-13), established by Decision No 1718/2006/EC of the Parliament and of the Council (3), the programme to encourage the development of European audiovisual works, MEDIA Plus — Development, Distribution and Promotion (2001-06), established by Council Decision 2000/821/EC (4), and with the training programme for professionals of the European audiovisual programme industry MEDIA-Training (2001-06), established by Decision No 163/2001/EC of the European Parliament and of the Council (5).

Commission initiatives such as MEDIA 2007 (Decision No 1718/2006/EC of the European Parliament and of the Council of 15 November 2006 concerning the implementation of a programme of support for the European audiovisual sector (MEDIA 2007) (7)) and the Audio Visual Media Service Directive (Directive 2007/65/EC of the European Parliament and of the Council of 11 December 2007 amending Council Directive 89/552/EEC on the coordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the pursuit of television broadcasting activities (8)) which aim at reinforcing the competitiveness of European audiovisual and content industry, would contribute to media literacy.

· What has changed since that time is that technological advances have greatly increased the number of platforms through which audiovisual content can be transmitted and received. Above all, however, they have fundamentally altered the distinctive features of the business model applying in the audiovisual sector.

In the meantime, therefore, we shall continue the debate at the World Trade Organisation on the aspects relating to international trade negotiations within the audiovisual sector.

In its communication on principles and guidelines for the Community’s audiovisual policy in the digital age, the Commission announced its intention of presenting a further communication, dealing with legal aspects relating to the cinema sector. In this communication, which follows a public consultation exercise, the Commission has gone more deeply into certain subjects, aiming to clarify the legal framework of the cinematographic and audiovisual sectors.

Proposal of 14 July 2004 for a Decision of the European Parliament and the Council concerning the implementation of a programme of support for the European audiovisual sector (MEDIA 2007) [COM(2004) 470 final - Not published in the Official Journal]. The MEDIA 2007 programme being proposed by the Commission will follow on from the MEDIA Plus and MEDIA-Training programmes of support for the European audiovisual sector. The new programme is conceived as a single programme combining the two existing parts (development, distribution, promotion / training). It will cover the period 2007-2013.
La proposition de la Commission pour le programme MEDIA 2007 est destinée à succéder aux programmes de soutien au secteur audiovisuel européen MEDIA Plus et MEDIA Formation. Selon cette proposition, le nouveau programme sera conçu comme un programme unique qui regroupera les deux volets existants (développement, distribution, promotion / formation).
