Besides the EU institutions, which instigated the project, many other partners are involved, including printers, the managers of the various information systems and IT departments of the EU institutions, in particular the Commission's Computing Centre, and the Europa server, which is managed by the Directorate-General for Information, Communication, Culture and Audiovisual Media (DG X) and hosts all the information generated by the institutions in general and the Commission in particular.
A côté des institutions, initiatrices du projet, un grand nombre de partenaires sont impliqués : les imprimeurs, les gérants des différents systèmes d'information et les services informatiques des différentes institutions, en particulier le centre de calcul de la Commission, de même que le serveur EUROPA. Celui-ci est géré par la Direction Générale "Information, communication, culture et audiovisuel" (DG X) et diffuse toute l'information générée par les institutions en général et par la Commission en particulier.
