What is even more of a paradox is the fact that the problem being experienced by Burundi at present is not caused by Hutu-Tutsi tribal conflict, but has been brought about by a single, very radical, Hutu-FNL wing, which did not accept the peace accord and is still trying to fight the coalition government, which also includes the Hutu.

Taking into account the resolution adopted by the ACP-EU Parliamentary Assembly (ACP-EU 3005/00/fin.), especially paragraph 15 thereof in which it calls 'on the Commission, the Council and the representatives of the Member States in international organisations to take, as a matter of urgency, the necessary measures to alleviate the situation in the camps for Burundian Hutu refugees in Tanzania', and bearing in mind that the above resolution was adopted several months ago, can the Commission say what measures it has taken to comply with paragraph 15 of resolution ACP-EU 3005/00/fin.?

In reviewing the situation this past week I would like to draw the government's attention to the possibility that the Hutu refugees who are arriving on the Rwandan borders, hundreds of thousands right now, may be part of something that has been instigated by the Hutu militias themselves.
