Points out that, while trilogues are important and effective, the procedures currently applicable to them give rise to concerns as regards the openness in the legislative procedure; calls on the institutions involved to ensure greater transparency of informal trilogues to strengthen democracy by allowing citizens to scrutinise the relevant information which has formed the basis of a legislative act, as stated by the Court of Justice of the European Union in the joined cases Sweden and Turco v Council, while ensuring adequate space to think for the co-legislators; calls on the EU institutions to increase reporting in the competent parliamentary committee on the state of play of trilogue negotiations; considers that where documents are created in the framework of trilogues, such as agendas, summaries of outcomes, minutes and general approaches in the Council, as available, such documents are related to legislative procedures and cannot, in principle, be treated differently from other legislative documents; takes the view that a list of trilogue meetings, and of such aforementioned documents, should be made directly accessible on Parliament’s website; recalls that the future interinstitutional agreement on better law-making includes a database on legislative files and, if adopted, would also address the appropriate handling of trilogues.

Unless the Commission, in line with the views of the Member States in the EDF Committee, wishes not to pursue the withdrawn project or programme it shall, at a later stage, be resubmitted to the EDF Committee outside the action programme in the form of an individual measure which shall then be adopted by the Commission in accordance with the procedure set out in Article 14 of this Regulation.

Calls on the Council together with the European Parliament, in their capacity as joint budgetary authorities, to establish, with a view to improving the exchange of information on their respective budgets, an annual procedure within the discharge procedure; under this procedure, the President of the Council, accompanied by the Secretary-General of the Council, would meet officially with the Committee on Budgetary Control or a delegation thereof made up of its chair, the coordinators and the rapporteur, with a view to providing all the information needed regarding the execution of the Council's budget; suggests also that the chair of the competent committee should regularly and in an appropriate form provide that committee with information regarding those discussions;
11. invite le Conseil conjointement avec le Parlement, en tant que branches de l'autorité budgétaire, à définir une procédure annuelle qui, s'inscrivant dans le cadre de la procédure de décharge, permet d'améliorer l'échange d'informations sur leurs budgets respectifs; et, en vertu de cette procédure, la présidence du Conseil, accompagnée du secrétaire général du Conseil, rencontre officiellement la commission du contrôle budgétaire ou une délégation de cette commission, composée du président, des coordinateurs et du rapporteur, afin de fournir toutes les informations utiles en ce qui concerne l'exécution du budget du Conseil; suggère, en outre, que le président de la commission compétente informe systématiquement et dans les formes appropriées ladite commission de l'état d'avancement de ces discussions;

The decisions referred to in paragraph 1 shall be adopted in accordance with the procedure laid down in Article 22(3) after consultation of the European standardisation organisations and the European stakeholder organisations receiving Union financing in accordance with this Regulation as well as the committee set up by the corresponding Union legislation, when such a committee exists, or after other forms of consultation of sectoral experts.

The Commission should carry out an analysis of the information forwarded by the Member States, in the form of national rules, procedures, bodies in charge of implementing procedures, and duration of these procedures, and, where appropriate, should discuss with the Committee the need for the adoption of any measures.

The Council shall, acting unanimously in accordance with a special legislative procedure and after consulting the European Parliament and the Economic and Social Committee, adopt provisions for the harmonisation of legislation concerning turnover taxes, excise duties and other forms of indirect taxation to the extent that such harmonisation is necessary to ensure the establishment and the functioning of the internal market and to avoid distortion of competition.
Le Conseil, statuant à l'unanimité conformément à une procédure législative spéciale, et après consultation du Parlement européen et du Comité économique et social, arrête les dispositions touchant à l'harmonisation des législations relatives aux taxes sur le chiffre d'affaires, aux droits d'accises et autres impôts indirects dans la mesure où cette harmonisation est nécessaire pour assurer l'établissement et le fonctionnement du marché intérieur et éviter les distorsions de concurrence.
