13. 13. constate avec regret que la Biélorussie ne fait plus partie des pays auxquels s'adresse l'initiative européenne pour la démocratie et les droits de l'homme (IEDDH 2002-4), la Commission ayant établi que les conditions requises pour l'application de ce programme dans le pays bénéficiaire n'étaient pas réunies (en raison spécialement du décret présidentiel n° 8); regrette en outre que pour des raisons déjà évoquées, la Biélorussie n'ait pas été prise en considération pour l'appel à propositions lancé récemment dans le cadre du programme TACIS de partenariat pour le renforcement des institutions (Institution Building Partnership Programme - IBPP); demande au gouvernement biélorusse d'annuler sans délai le décret présidentiel n° 8, notamment, et de créer les conditions nécessaires pour que les projets financés ou cofinancés par l'Union européenne en matière de démocratie et de droits de l'homme (IEDDH, Tacis IBPP) puissent être mis en application avec succès;
