C. whereas, according to the work done on R2P preceding the agreement on the World Summit Outcome Document in 2005 and specifically in the 2001 report on R2P of the International Commission on Intervention and State Sovereignty (ICISS), the principle of R2P has been further defined to encompass the components of the responsibility to prevent (R2prevent), the responsibility to react (R2react) and the responsibility to rebuild (R2rebuild), as introduced in the ICISS report;
C. considérant que, selon les travaux sur la responsabilité de protéger menés avant l'adoption du document final du Sommet mondial des Nations unies de 2005 et, notamment, dans le rapport de 2001 sur la responsabilité de protéger de la Commission internationale indépendante de l'intervention et de la souveraineté des États (CIISE), le principe de la responsabilité de protéger a fait l'objet d'une définition plus précise et englobe désormais trois volets, à savoir la responsabilité de prévenir, la responsabilité de réagir et la responsabilité de reconstruire, comme il ressort du rapport de la CIISE;

The third is the protection of women and girls and respect for their rights that go significantly beyond the racialized recognition of rape as a weapon of war that we found in the first report in R2P funded by Canada, the very highly regarded ICISS report of the 1990s.
