Some of these ICT systems, services, networks and infrastructures (in short, ICT infrastructures) form a vital part of European economy and society, either providing essential goods and services or constituting the underpinning platform of other critical infrastructures.
Certains systèmes, services, réseaux et infrastructures de TIC (ou, en bref, les infrastructures TIC) constituent une partie essentielle de l'économie et de la société européennes, soit parce qu'ils fournissent des biens et services d'importance capitale, soit parce qu'ils servent de base à d'autres infrastructures critiques.

This Communication highlights the strategic role of ICT[1] infrastructures as a crucial asset underpinning European research and innovation policies, and calls on Member States and the scientific communities, in cooperation with the European Commission, for a reinforced and coordinated effort to foster world-class ICT infrastructures, also known as e-Infrastructures , to pave the way for the scientific discoveries of the 21st century.
La présente communication vise à mettre en évidence le rôle stratégique des infrastructures TIC[1], atout majeur des politiques européennes en matière de recherche et d'innovation, et à inviter les États membres et les communautés scientifiques, en coopération avec la Commission européenne, à intensifier et conjuguer leurs efforts afin de promouvoir des infrastructures TIC de niveau international, également appelées infrastructures électroniques , ouvrant la voie aux découvertes scientifiques du 21e siècle.

- Promoting the information society in developing countries requires a balanced approach combining, on the one hand private investment in ICT infrastructures, and on the other hand government action aimed at creating a favourable regulatory environment and an ICT-literate society and workforce.

To expand and improve European infrastructure and complete agreed priority cross-border projects with the particular aim of achieving a greater integration of national markets within the enlarged EU. Member States should develop adequate transport, energy or ICT infrastructures, notably in cross-border sections, as an essential condition to achieve a successful opening up of the network industries to competition In addition, they should introduce appropriate infrastructure pricing systems, as a means to internalise environmental costs to ensure the efficient use of infrastructures and the development of a sustainable modal balance (Integrated guideline No 11).
Pour étendre et améliorer les infrastructures européennes et achever les projets transfrontaliers prioritaires approuvés , notamment en vue de parvenir à une meilleure intégration des marchés nationaux dans l'Union élargie, les États membres devraient développer des infrastructures adéquates en matière de transport, d'énergie ou de TIC, principalement dans les régions transfrontalières, car il s'agit d'une condition essentielle à la réussite de l'ouverture des industries de réseau à la concurrence. Ils devraient en outre instaurer des systèmes de tarification adéquats pour l'usage des infrastructures, de manière à internaliser les coûts environnementaux, afin de contribuer à l'utilisation efficace de ces infrastructures et à un équilibrage modal durable (Ligne directrice intégrée n° 11).
