– having regard to the statement of preliminary findings and conclusions of the International Election Observation Mission (IEOM) to the Republic of Moldova for the parliamentary elections of 5 April 2009 and to the post-election report drawn up by the OSCE's Office for Democratic Institutions and Human Rights (OSCE/ODIHR) for the period from 6 to17 April 2009,
– vu les constations préliminaires et les conclusions de la mission internationale d'observation des élections (MIOE) en République de Moldavie concernant les élections législatives du 5 avril 2009 et le rapport rédigé par le Bureau pour les institutions démocratiques et les droits de l'homme de l'OSCE (OSCE/BIDDH) sur la période post-électorale du 6 au 17 avril 2009,

7. Stresses that a national dialogue must be established, with the participation of the government and the opposition parties, in a serious effort to fundamentally improve democratic procedures and the functioning of democratic institutions in the Republic of Moldova, and that it must immediately address the deficiencies noted in the findings of the IEOM;
7. insiste pour qu'un dialogue national s'établisse, avec la participation du gouvernement et des partis d'opposition, dans un effort déterminé pour améliorer fondamentalement les procédures démocratiques et le fonctionnement des institutions démocratiques en République de Moldavie et, sans plus attendre, pour corriger les déficiences relevées par la MIOE dans ses conclusions;

The European Union takes note of the preliminary conclusions of the International Election Observation Mission (IEOM) concerning the parliamentary elections in the Republic of Moldova on 6 March 2005, stipulating that they complied in general with the undertakings given to the OSCE and the Council of Europe and with other international standards.
L’Union européenne prend acte des conclusions préliminaires de la Mission d'Observation Electorale Internationale (IEOM) concernant les élections parlementaires en République de Moldavie du 6 mars 2005, stipulant qu’elles ont répondu de manière générale aux engagements pris auprès de l’OSCE, du Conseil de l’Europe et à d’autres standards internationaux.

The European Union calls on the Moldovan authorities to remedy the shortcomings identified by the IEOM and confirmed by the final report of the ODIHR/OSCE.

The IEOM is a joint effort of the Organization for Security and Cooperation in European (OSCE), the OSCE Parliamentary Assembly (OSCE PA) the Parliamentary Assembly of the Council of Europe (PACE) and the European Parliament.
