The Lessee will permit the Minister, and any assistants that the Minister considers necessary, at all reasonable times during the period of this lease, to enter into and upon any part or parts of the said lands and any buildings, structures and erections thereon, and to survey and examine the state and conditions thereof, but no unnecessary interference will be caused by the Minister or the Minister’s assistants with the carrying on of the work of the Lessee, who will aid and facilitate such entry, survey and examination by all reasonable means.

As early as possible, and no later than six months following the entry into force of this Decision, the Member States shall make the frequency bands listed in Table 1 in the Annex available for MCA services on a non-interference and non-protected basis, provided such services meet the conditions set out in the Annex.

Furthermore the entry into force of the International Health Regulations (2005) commits the international community to provide a public health response to the international spread of diseases in ways that are commensurate with and restricted to public health risks, and which avoid unnecessary interference with international traffic and trade.
