This would require the reinstatement to both Indian status and band membership of not only the women who lost their status as a result of the historical discrimination against them, but also of their children and grand- children; that the Indian Act be amended to ensure equality between men and women in regard to matrimonial property and to ensure that there is equality in the division of assets in the case of the breakdown of the matrimonial relationship; that the Indian Act be amended to ensure that the parent having custody of the children be able to remain in the family home in the event of the breakdown of the matrimonial relationship; and that the Indian Act be amended to ensure that a woman whose first nation affiliation was changed as a result of her marriage to a man from another first nation, has an automatic right to be re-registered, along with her children, as a member of her original first nation, if she so wishes.

Calls for the EU to be more active in South Asia and South East Asia in support of democratic developments and reforms in the area of governance and the rule of law; welcomes, therefore, the commitment to a democratic, secular, stable and socially inclusive Pakistan; welcomes the first EU-Pakistan Strategic Dialogue held in June 2012 and the engagement for constructive discussions on enhancing bilateral cooperation and shared views on regional and international issues of mutual concern, including a more proactive engagement in the fight against terrorism; calls on the EU and its Member States to strengthen relations with India, based on the promotion of democracy, social inclusion, rule of law and human rights, and invites EU and India to swiftly conclude their ongoing negotiations of a comprehensive EU-India Free Trade Agreement, which would stimulate European and Indian trade and economic growth; Calls on the EU and its Member States to fully support Sri Lankan post-war reconstruction and economic development and, in this regard, urges the Council to carefully consider reinstating Sri Lanka‘s favourable terms of trade with the EU, notably her GSP+ trade status; welcomes active support of EU for the promotion of democracy in Myanmar;

Under Bill C-31, Indian status and band membership were separated, giving bands the right to control their own membership based on their own membership rules.

These recommendations take up some of the key points in the Commission's Communication, and go beyond them, suggesting, for example, certain concrete actions that can/could be taken (eg. the establishment of an EU-India Centre for Indian Studies; the possibility of holding regular Cultural Weeks to coincide with future EU-India Summits; devising a strategy to improve the visibility of the EU in India and vice versa; working with India to better understand the problems (and benefits) of a global economy; mandating Europol to institutionalise co-operation with India; supporting India's application for "privileged country status" with Europol; drawing attention to the importance of the India-Pakistan dialogue, including on the Kashmir issue, and stressing the need to develop and secure mutual trust and confidence between these two major countries; collating a list of all bilateral links EU Member States have with India, with the idea of integrating them in a European framework with a view to identifying examples of best practice or areas where unnecessary duplications or contradictions may exist.

Is of the opinion that the EU, in agreement with the Member States, should be more actively involved in UN programmes (by taking part at the initial stage, when needs are assessed and appropriate responses worked out, and thereafter, when the decisions are implemented) and that the EU should use the intergovernmental conference (IGC) scheduled for 2004 as the occasion on which to clarify the issues surrounding the legal basis for its external action within the context of international law, and should in particular specify and strengthen the Commission's legal status in international institutions and grant it membership status in the specialised UN agencies in the same way as it is a member of the Food and Agriculture Organisation (FAO); calls, likewise, for the nature of and means available to the Commission delegations to the United Nations to be brought into line with the increasingly important role which they play in implementing EU external action in general, and in the field of development and humanitarian aid in particular, as well as in the area of coordination between the Commission and the 15 Member States, so as to guarantee that EU action in this field is consistent and of global significance;
