Notes with satisfaction the improvements in the IT sector from 2010 onwards resulting in: greater capacity to manage key aspects ‘in house’, the process of internalisation of activities, the establishment of key corporate governance organs (Committee on ICT Innovation Strategy and Steering Committee for ICT Innovation), the setting-up of the IT planning function and of the reporting system on the status of IT development projects and the development of a transparent short-term planning methodology; welcomes the extensive use of performance indicators by this DG; expresses its disquiet at the growing risk of illicit access to, and manipulation of, Parliament's ICT systems and considers that, as a matter of the utmost urgency, an effective long-term strategy must be devised to protect them; asks the Secretary-General to keep it informed of the measures taken to that end;

Reaffirms that the new agreement should upgrade the current TLD into a transatlantic assembly, serving as a forum for parliamentary dialogue, identification of objectives and joint scrutiny of the implementation of the agreement, and for coordination of the work of both the European Parliament and the US Congress on issues of common concern, including close cooperation of committees and rapporteurs from both sides; considers that this assembly should meet in plenary twice a year and be comprised on an equal basis of both Members of the European Parliament and Members of both Houses of the US Congress; is of the view that the assembly could establish working groups to prepare the plenary meetings; reiterates that a reciprocal legislative early-warning system should be created within this assembly; believes that a steering committee should be responsible for enhancing cooperation between the legislative committees and rapporteurs of the European Parliament and the US Congress on legislation which is relevant with regard to further integration of the transatlantic market and in particular to the work of the TEC;

These include the signing of a cooperation agreement between the Commission and the various stakeholders in the sector, the setting up of a steering committee for implementing this cooperation agreement, the adoption by the Commission of a Communication to the European Parliament and the Council on the deployment of the European rail signalling system ERTMS/ETCS, the appointment, by the Commission, of a European coordinator for the ERTMS project as a priority project of Community interest, the definition of the Agency's role as system authority in the context of the various annual work programmes, and the adoption of the ‘control-command and signalling’ TSI for conventional rail .

The promotion within the programme of exchanges of information and experience on the priority themes selected in agreement with the Education Committee has moreover undoubtedly made it possible to steer European cooperation to areas which can make a direct contribution to improving the quality of the national education systems, [42] despite the small portion of the programme budget allocated to this area.

As a rule, programmes are no more than 25 pages long and contain the following: a description of the region, identifying its strengths and weaknesses; the objectives to be attained and the strategy to promote innovation; the types of operation to be funded (studies, pilot projects, participation in networks, technical assistance, etc.) and the timetable for implementation; their impact on the ground; the groups targeted by the operations; the implementation structures (managing body, paying body, steering committee); a description of the control, monitoring and evaluation systems; the financing plan detailing the public and private contributions; a description of the partnership set up (parties involved and consultation procedure); information and publicity activities to promote the programme, targeting final beneficiaries and the general public.
