Cambodia did not sign or ratify any of the international agreements governing fisheries, inter alia, the Unclos, the UNFSA, the FAO Compliance Agreement, but it has ratified the 1958 Geneva Convention on the High Seas (22) and acceded to the 1958 Convention on the Territorial Sea and the Contiguous Zone (23) and it has accepted the Regional Plan of Action to promote responsible fishing practices including combating IUU fishing in the Asia-Pacific Fisheries Committee (APFIC) (APFIC RPOA) (24), as well as the Regional Guidelines for responsible fishing operations in Southeast Asia (RGRFO-SEA) (25) issued by the Southeast Asian Fisheries Development Center (Seafdec) (26).

Fishing activity in the South Pacific has until now been managed by the two Regional Fisheries Management Organisations (RFMOs): the Inter American Tropical Tuna Convention (IATTC) and the Western and Central Pacific Fisheries Commission (WCPFC).

In order to accomplish the objectives, the Inter-American Tropical Tuna Commission (IATTC), which is coordinating this programme, is proposing to put in place a range of measures, among which I should like to highlight the implementation of sustainable fishing quotas for tuna caught in the Agreement area and the presence of on-board observers during each fishing trip.

(8) The Community has fishing interests in the Eastern Pacific and has initiated the procedure for accession to the Inter-American Tropical Tuna Commission, (hereinafter referred to as IATTC). Pending accession and in line with its cooperation requirement arising under the United Nations Convention on the Law of the Sea, it should apply the control measures adopted by the IATTC.
(8) La Communauté a des intérêts de pêche dans le Pacifique Est et a engagé la procédure d'adhésion à la Commission interaméricaine du thon tropical, ci-après dénommée "CITT", mais, dans l'attente de l'adhésion et conformément à son obligation de coopérer qui découle de la convention des Nations unies sur le droit de la mer, il convient qu'elle applique les mesures adoptées par la CITT en matière de contrôle.

In 1998 the 35th Intergovernmental Meeting held in the context of the IATTC (Inter-American Tropical Tuna Commission) drew up an agreement on the "International Dolphin Conservation Program", which is aimed at limiting dolphin mortalities during tuna fishing in the Eastern Pacific Ocean.
En 1998, la 35ème réunion intergouvernementale tenue dans le cadre de la CITT (Commission interaméricaine du thon tropical) a élaboré un accord relatif au "programme international pour la conservation des dauphins", qui vise à limiter la mortalité des dauphins lors de la pêche au thon dans l'océan pacifique oriental.

(6) Wheras Community fishermen fish tuna stocks in the Area of the Agreement and whereas it is in the Community's interest to play an effective role in the implementation of the Agreement; whereas under Article XIV of the Agreement, the Inter-American Tropical Tuna Commission (IATTC) is to have an integral role in coordinating the implementation of the Agreement and whereas many implementing measures will be adopted within the framework of IATTC; whereas it is therefore necessary for the Community to accede to the Agreement simultaneously with its accession to the IATTC;
(6) considérant que des pêcheurs de la Communauté pratiquent la pêche sur les stocks de thons de la zone visée par l'accord et qu'il est dans l'intérêt de la Communauté de jouer un rôle effectif dans la mise en oeuvre de l'accord; que, conformément à l'article XIV de l'accord, la Commission interaméricaine du thon des tropiques (CITT) doit jouer un rôle de premier plan dans la coordination de la mise en oeuvre de l'accord et que de nombreuses mesures de mise en oeuvre seront adoptées dans le cadre de la CITT; qu'il est, dès lors, nécessaire que la Communauté adhère à l'accord en même temps qu'à la CITT;
