The United Nations and the World Bank were represented respectively by the Deputy Secretary General Jan Eliasson and the Vice President Jan Walliser. The African Union was represented by Commissioner for Peace and Security Smail Chergui. President Touadéra was accompanied by the Parliament Speaker Karim Meckassoua and a delegation of key ministers, including Minister of Economy and Planning, but also by and a delegation of MPs (including from the opposition), as well as representatives of civil society and religious leaders.

Welcomes the generally good inter-ethnic relations and good general protection of minority rights in the country, and reiterates that this is a positive basis from which to begin the peace-building process in a region that was, at one time, characterised by inter-ethnic violence and mass population displacement, but calls for further consultation of the opinions of minority groups by the authorities and in the administrative structures in order to help reconciliation in the region; draws attention, to this end, to the need to clarify the constitutional provision on accurate representation of minorities and welcomes the steps taken to produce accurate statistics in this field; calls for the law on citizenship and the law on foreigners to be aligned with European standards; encourages both political and religious leaders on both sides of the Serbo-Montenegrin border to contribute to a positive inter-ethnic and inter-religious climate by finding compromise solutions on controversial issues including contested religious sites;

Recalls that the situation of fragile States must be addressed with a conflict-sensitive approach that takes into account the promotion of human security, that addresses the political economy of conflict and the sources of inequality and discrimination, in order to reach sustainable peace and security; calls for greater coherence of EU policies, e.g. by implementing its existing commitments to control the arms trade but also by upgrading the EU Code of Conduct on Arms Export to a legally binding CFSP Common Position and by accelerating the implementation of the EU Strategy to Combat the Illicit Accumulation and Trafficking of Small Arms and Light Weapons (SALW); in this connection, stresses how important it is to prevent rather than to resolve conflicts; calls for international aid to be provided for the purpose of establishing regional monitoring centres on a geographical basis, capable of detecting any deterioration in inter-ethnic, inter-religious or inter-linguistic tensions and of alerting the international community to situations in Africa which may turn violent;
20. rappelle que la situation des États fragiles doit être abordée selon une démarche de prévention des conflits qui s'attache à la sécurité des personnes et s'attaque à l'économie politique des conflits, aux causes des inégalités et des discriminations, afin de garantir une paix et une sécurité durables; demande que soit assurée une plus grande cohérence des politiques de l'Union, par exemple en mettant à exécution ses engagements de contrôler le commerce des armes et aussi en transformant le code de conduite européen sur les exportations d'armes en une position commune juridiquement contraignante dans le cadre de la PESC et en accélérant la mise en œuvre de la stratégie de l'Union de lutte contre l'accumulation et le trafic illicites d'armes légères et de petit calibre (ALPC); souligne, à cet égard, combien il est important de prévenir les conflits plus que d'avoir à les résoudre; préconise la mobilisation de l'aide internationale pour mettre en place des centres de surveillance régionaux sur une base géographique, capables de détecter toute aggravation des tensions interethniques, interreligieuses ou interlinguistiques et d'attirer l'attention de la communauté internationale sur les situations qui, en Afrique, peuvent prendre un tour violent;

The freedom to express oneself religiously is so basic to so many other freedoms that when I met with the Dalai Lama about two years ago, I asked that in his world tour promoting world peace, for which I congratulated him, that he encourage every world leader to allow freedom of religion within their jurisdiction.

If we can promote freedom of religion and belief; if we can do what all the countries of the world agreed to do in Madrid in 2001, when they celebrated the twentieth anniversary of the declaration on the elimination of religious discrimination; if we can educate school children for religious tolerance; if we can change attitudes; if we can sponsor inter-religious dialogue that is substantive and that results in people respecting each other and accepting their differences of theology and cooperating in society, then Canada will have made a signal contribution to the world community.

The meeting has been organised with a view in particular to the Conference that the Italian Presidency is holding in Rome on 29 and 30 October on inter-religious dialogue under the title “Inter-religious dialogue as a factor of social cohesion in Europe and a peace instrument in the Mediterranean area”.

They can do this by teaching the greatness and dignity of the human person, and by spreading a clearer sense of the oneness of the human family. This is a specific area of ecumenical and inter-religious dialogue and cooperation, a pressing service which religion can offer to world peace.
