28. Notes that planned interconnectors are expected to allow the Baltic States to reach the 10 % goal by the end of 2015; is concerned that the Baltic states’ networks are still synchronised with, and dependent on, the Russian electricity system, which is an impediment for a truly integrated and properly functioning European electricity market; calls for a rapid synchronisation of the Baltic States’ electricity networks with the Continental European Network in order to ensure full integration in the internal electricity market, a higher security of electricity supply and secure system operation; asks the concerned Member States to take the necessary steps to initiate, and ENTSO-E to launch, a formal procedure for the extension of the synchronous Continental European Network towards the Baltic states; invites the Commission to support and monitor the implementation of this project; highlights the common Nordic power market as a best practice for cooperation among Member States in creating and developing the internal electricity market; acknowledges the importance of higher interconnectivity between Poland and the Nordic electricity market if Poland is to reach its 10 % target; welcomes the signature of the Memorandum of Understanding on reinforced Baltic Energy Market Interconnection Plan (BEMIP); underlines that regional cooperation through BEMIP shall continue and that solidarity between Member States in implementing PCIs is further enhanced;

Stresses, also, the importance of improving the interconnection of energy grids and completing the Euro-Mediterranean and Euro-Atlantic electricity and gas infrastructure rings and the Baltic energy market interconnection plan, while also modernising and upgrading the existing fleet of electricity and gas power plants and infrastructure (interconnections, grids, pipelines, transmission networks, storage and LNG terminals); these measures should ensure that no Member State remains an energy island and that energy can flow freely throughout the EU; in this respect, welcomes the proposed Connecting Europe Facility;

Noting that projects of high European interest in third countries, such as the Mediterranean Solar Plan, may need a long lead-time before being fully interconnected to the territory of the Community, it is appropriate to facilitate their development by allowing Member States to take into account in their national targets a limited amount of electricity produced by such projects during the construction of the interconnection.

Welcomes the Council's call to strengthen and supplement critical infrastructure; calls on the Commission to implement the trans-European energy networks and establish a priority interconnection plan, without neglecting liquefied natural gas reception, regasification infrastructure and storage facilities; welcomes the special attention given to the isolated regions of the EU; stresses the importance of further developing European interconnection and grid infrastructure to bring increasing levels of offshore wind power onto markets; notes that cross-border interconnections will require special measures, such as preferential funding or tax exemptions; notes that completing the missing links in trans-European networks will improve security of supply, as well as contributing to the completion of the internal market;
30. se félicite de l'appel du Conseil à renforcer et compléter les infrastructures critiques; invite la Commission à mettre en œuvre les réseaux transeuropéens de l'énergie et à élaborer un plan d'interconnexion prioritaire, sans pour autant négliger les infrastructures de réception, de regazéification et de stockage du gaz naturel liquéfié; se félicite de l'attention particulière accordée aux régions isolées de l'Union; souligne l'importance de renforcer les infrastructures d'interconnexion et de réseau afin que d'avantage d'énergie éolienne offshore parvienne sur les marchés; observe que des mesures spéciales devront être prises pour les interconnexions transfrontalières, par exemple des financements à taux préférentiels ou des exonérations fiscales; relève que l'achèvement des tronçons manquants des réseaux transeuropéens permettra d'améliorer la sécurité de l'approvisionnement tout en contribuant à l'achèvement du marché intérieur;
