The European Commission informs that, in accordance with Article 10 of Directive 94/22/EC of the European Parliament and of the Council of 30 May 1994 on the conditions for granting and using authorisations for the prospection, exploration and production of hydrocarbons, the Hellenic Republic notified that the competent authority is the Directorate of Petroleum Policy of the Directorate-General for Energy of the Secretariat-General for Environment and Climate Change of the Ministry of Environment, Energy and Climate Change, Mesogion 119, 101 92 Athens, Greece.

Stresses the need for strong cooperation between the UN Environment Programme, the UN Framework Convention on Climate Change and the WTO, and asks the Commission to develop an initiative to support this aim; asks for swift progress to be made in updating the WTO's definition of environmental goods and services, particularly in the current Doha Round negotiations, but recommends, as a starting point, a specific link to climate change, in order to reach agreement on the removal of tariff and non-tariff barriers to 'green' goods and services that prevent or slow the dissemination of low carbon technologies; calls on the Commission to build a consensus on granting Multilateral Environment Agreement (MEA) Secretariats observer status at all meetings of the WTO that are relevant to MEA issues; stresses that a lasting solution must contain a strong political message that respects an appropriate division of labour between the WTO and MEA regimes, based on core competencies; is convinced of the need to redefine the responsibilities of the WTO Committee on Trade and Environment; recommends launching a study on possible amendments to the WTO Agreement on Trade Related Aspects of Intellectual Property Rights in order to allow for the compulsory licensing of environmentally necessary technologies, within the framework of clear and stringent rules for the protection of intellectual property, and the strict monitoring of their implementation worldwide;
9. souligne la nécessité d'une coopération étroite entre le programme des Nations unies pour l'environnement (PNUE), la convention-cadre des Nations unies sur les changements climatiques et l'OMC, et invite la Commission à prendre une initiative à l'appui de cet objectif; demande que des progrès rapides soient accomplis dans l'actualisation de la définition des biens et services environnementaux de l'OMC, en particulier dans le contexte des négociations en cours dans le cadre du cycle de Doha, mais recommande, comme point de départ, l'établissement d'un lien spécifique avec le changement climatique, de manière à ce qu'un accord se dégage autour de l'élimination des entraves tarifaires et non tarifaires pour les "biens et services verts", qui empêchent ou ralentissent la diffusion de technologies sobres en carbone; demande à la Commission de s'employer à dégager un consensus afin d'octroyer aux secrétariats des accords environnementaux multilatéraux (AEM) le statut d'observateur lors de toutes les réunions de l'OMC traitant de questions qui intéressent les AEM; souligne qu'une solution durable doit contenir un message politique fort qui respecte une division appropriée des tâches entre l'OMC et les AEM, s'appuyant sur des compétences essentielles; se déclare convaincu de la nécessité de redéfinir les responsabilités du comité du commerce et de l'environnement de l'OMC; préconise le lancement d'une étude sur les modifications pouvant être apportées à l'accord de l'OMC sur les aspects des droits de propriété intellectuelle qui touchent au commerce (ADPIC), afin de rendre possible une licence obligatoire pour les technologies nécessaires du point de vue de l'environnement, dans le cadre de règles claires et strictes pour la protection de la propriété intellectuelle, règles dont l'application doit être étroitement surveillée à l'échelle mondiale;

1. The President of the Council is hereby authorised to designate the person or persons empowered to notify, on behalf of the European Community, this Decision to the Secretariat of the United Nations Framework Convention on Climate Change in accordance with Article 4(2) of the Protocol.
