3. The delegated acts referred to in paragraphs 1 and 2 shall be based on the standards in the field of financial and non-financial information set out by international securities commission organisations, in particular by the International Organisation of Securities Commissions (IOSCO), and on Annexes I, II and III to this Regulation.

Les actes délégués visés aux paragraphes 1 et 2 sont fondés sur les normes en matière d’information financière et non financière édictées par les organisations internationales de commissions des valeurs mobilières, notamment par l’Organisation internationale des commissions de valeurs (OICV), ainsi que sur les annexes I, II et III du présent règlement.

Where the interests of the Union so require, the Commission, acting in accordance with the examination procedure referred to in Article 3(3), may adopt appropriate measures implementing legislative acts to allow the rights and obligations of the Union or of all the Member States, in particular those relating to trade in commodities, to be exercised and fulfilled at international level.
Lorsque les intérêts de l'Union l'exigent, la Commission, statuant conformément à la procédure d'examen visée à l'article 3, paragraphe 3, peut adopter les mesures appropriées mettant en œuvre des actes législatifs pour permettre l'exercice des droits ou l'exécution des obligations de l'Union ou de tous les États membres sur le plan international, notamment en matière de commerce de produits de base.

Under this programme, the Commission, acting in accordance with the procedures laid down in Article 7, shall strengthen its cooperation with non-Community countries and relevant international organisations, in particular the Council of Europe.
Dans le cadre du présent programme et, la Commission, agissant conformément aux procédures définies à l'article 7, renforcera sa coopération avec les pays tiers et les organisations internationales compétentes, en particulier avec le Conseil de l'Europe.
