12. Is concerned about the fact that once again the Centre has not comprehensively fulfilled its obligation to send to the discharge authority a report drawn up by its Director summarising the content of the Internal Audit Service (IAS) recommendation as provided for in Article 72(5) of the framework Financial Regulation; is concerned, in particular, that, in relation to the follow-up of earlier recommendations, the Centre received one "very important" recommendation and seven other "important" recommendations from the IAS but that no information is given on their content; urges therefore the Director of the Centre to provide this information;

Calls on the Member States to establish inclusive and targeted labour-market policies that secure the respectful inclusion and meaningful occupation of young people, e.g. through the setting-up of inspirational networks, trainee arrangements that include financial aid enabling the trainee to relocate and live close to the place where the traineeship is held, international career centres and youth centres for individual guidance covering particularly matters such as collective organisation and knowledge of legal aspects relating to their traineeship;
11. demande aux États membres d'instaurer des politiques de l'emploi ciblées et non restrictives, qui garantissent des emplois significatifs et une insertion respectueuse des jeunes, par exemple au moyen de la création de réseaux mobilisateurs, de systèmes de stages accompagnée d'une aide financière pour que le stagiaire puisse avoir la possibilité de se déplacer et de vivre à proximité du lieu où se déroule le stage, de centres internationaux d'orientation professionnelle et de centres de jeunes offrant des orientations individuelles et couvrant des sujets spécifiques comme l'organisation collective et la connaissance des aspects juridiques concernant leur stage;

Congratulates the Centre on its positive statement of assurance from the Court of Auditors in relation to the financial year 2008, not only with regard to the accounts, but also with regard to the underlying transactions; notes that the Centre has made enormous progress with regard to the inventory procedure for identifying, recording and capitalising assets, to documentation on internal control processes and to procurement procedures;
2. félicite le Centre d'avoir reçu une déclaration d'assurance positive de la Cour des comptes pour l'exercice 2008, non seulement au regard des comptes, mais également pour les transactions sous-jacentes; constate que le Centre a fait d’énormes progrès en matière de procédure d'inventaire pour identifier, enregistrer et capitaliser les actifs, en matière de documentation des procédures de contrôle interne et en ce qui concerne les procédures de marché public;

Without prejudice to relations which the Commission may maintain pursuant to Article 302 of the Treaty, the Centre shall actively seek to cooperate with international organisations and other, particularly European, governmental and non-governmental bodies competent in the sector of drugs.
Sans préjudice des liaisons que la Commission peut assurer conformément à l'article 302 du traité, l'Observatoire cherche activement à coopérer avec des organisations internationales et autres organismes gouvernementaux ou non gouvernementaux, notamment européens, compétents en matière de drogues.

It shall consist of the Secretary General, who shall have the chair, and of the Directors General of the Legal Service, Administration and Personnel, External Relations, Justice and Home Affairs and Joint Research Centre and of the Heads of the Internal Audit Service and the Commission Security Office.
