When adopting delegated or implementing acts, the Commission should take due account of the standards and technical specifications drawn up by European and international standardisation organisations and bodies, in particular the European Committee for Standardisation (CEN), the European Telecommunications Standards Institute (ETSI), the International Organisation for Standardisation (ISO) and the International Telecommunication Union (ITU), with a view to ensuring a high level of security and interoperability of electronic identification and trust services.

The international press has reported widely on ‘Operation Europe’, revealing that the ‘European judicial system’, ‘the European Parliament’s Human Rights Committee’, ‘the Office of the High Commissioner for Human Rights’ and European governments were the targets of a campaign of ‘smearing’, ‘neutralisation’ and ‘judicial warfare’ carried out by the DAS, an intelligence service under the direct authority of the President of Colombia, Alvaro Uribe.
La presse internationale s'est largement fait l'écho de l'"Opération Europe", en révélant que le "système judiciaire européen", la "commission des droits de l'homme du Parlement européen", le "Haut-Commissariat aux droits de l'homme" et des gouvernements européens ont été les cibles d'une campagne de "dénigrement", de "neutralisation" et de "guerre judiciaire" menée par le DAS, un service de renseignement placé sous l'autorité directe du Président colombien Álvaro Uribe.

On behalf of the PPE, I therefore endorse the proposal of the Committee on Legal Affairs and the Internal Market, while making it clear that, if comments on the personal affairs and private, personal lives of all of us – which, I regret to say, are often made, as the international press is doing at present – could be avoided, it would be much better and would certainly be an indication of more democratic, more correct political behaviour.

Until the Communications Committee is established pursuant to Decision 1999/468/EC, the Commission shall be assisted by the Committee established by Article 9 of Council Directive 90/387/EEC of 28 June 1990 on the establishment of the internal market for telecommunication services through the implementation of open network provision(7).
