3. In order to facilitate the communications referred to in paragraphs 1 and 2, as well as the communications referred to in Articles 22, 23, 25, 26, 27, 28, 29, 30 and 31 of the Protocol, the High Contracting Parties, the Parties to a conflict, or one of the Parties to a conflict, acting in agreement or alone, may designate, in accordance with the Table of Frequency Allocations in the Radio Regulations annexed to the International Telecommunication Convention, and publish selected national frequencies to be used by them for such communications.
3. 18". Radio Regulations" means the Radio Regulations annexed to, or regarded as being annexed to, the most recent International Telecommunication Convention; ".

(b) a certificate issued by a foreign certification body that is designated under an international agreement, convention or treaty respecting telecommunications apparatus to which Canada is a party and that is recognized by Canada under that agreement, convention or treaty as competent to certify telecommunications apparatus, to the effect that the telecommunication apparatus complies with the applicable technical specifications;

(2) For the purpose of clarifying, in relation to section 5 of the Act, the application of provisions of the Convention, the Organization of American States Privileges and Immunities in Canada Order, the International Telecommunication Union Privileges and Immunities Order and subsection 5(1) of the Agence de la Francophonie and the Institut de l’énergie et de l’environnement de la Francophonie Privileges and Immunities Order, the privileges and immunities accorded under paragraphs 11(d) and 18(d) and (f) and section 19 of the Convention are extended to the spouses and common-law partners of the persons referred to in those provisions.

Bill C-30 represents a step towards harmonizing the tools available to counter cybercrime at the international level, particularly regarding production orders, orders for the preservation of computer data and the interception capabilities of telecommunications service providers.11 Canada signed the Council of Europe’s Convention on Cybercrime in November 2001, as well as its Additional Protocol on hate crime in July 2005.12 The Convention requires states that are parties to the treaty to create offences under their domestic laws criminalizing certain uses of computer systems, and requires the adoption of legal tools adapted to deal with new technologies, such as orders to produce “subscriber information”.
