Those Member States are thereby making a practical contribution to burden-sharing in the context of the Community's collective fulfilment of its climate objective; - it is clear from those Member States' programmes that these practical contributions to implementation of the burden-sharing principle are based on the assumption that a combined CO2-energy tax will be introduced at Community level; - the Council welcomes the US administration's proposals for new energy taxes as an essential contribution to the worldwide measures against climate change - and as an initiative which, together with other OECD countries' tax level in the energy field, contributes substantially to the Community's demand that the effects on competition of corresponding tax initiatives in the Community be reduced; - against this background the Presidency will initiate a dialogue with the USA on joint global initiatives within the framework of the UN Climate Convention and relevant international fora like the OECD to further prevent climate change; - at the forthcoming joint Council of Environment and Energy Ministers the Presidency will look at all possibilities for reducing CO2 emissions, such as greater energy efficiency, the promotion of alternative forms of energy and the use of fiscal incentives; - that the Presidency will do its utmost in ECOFIN to secure a solution to the outstanding problems concerning a possible combined CO2/energy tax at Community level".
Ces Etats membres apportent ainsi une contribution positive au partage des charges dans le cadre de la réalisation collective de l'objectif de la Communauté dans le domaine climatique; - il ressort des programmes de ces Etats membres que ces contributions pratiques à l'application du principe du partage des charges supposent l'introduction d'une taxe combinée CO2/énergie au niveau communautaire; - le Conseil se félicite des propositions du gouvernement américain concernant l'introduction de nouvelles taxes sur l'énergie qu'il considère comme une contribution fondamentale aux actions au niveau global visant à prévenir les changements climatiques et comme une initiative qui, compte tenu du niveau des taxes d'autres pays de l'OCDE dans le domaine de l'énergie, contribue de manière substantielle à la demande de la Communauté de réduire les effets sur la concurrence des taxes d'effet équivalent dans la Communauté. - dans ces conditions, la présidence engagera avec les Etats-Unis un dialogue sur des initiatives globales communes dans le cadre de la convention des Nations Unies sur les changements climatiques et au sein des enceintes internationales concernées telles que l'OCDE en vue de prévenir davantage les changements climatiques; - lors de la prochaine session commune du Conseil des ministres de l'environnement et des ministres de l'énergie, la présidence explorera toutes les possibilités de réduire les émissions de CO2, notamment par l'amélioration du rendement énergétique, l'encouragement des formes d'énergie de substitution et l'adoption de mesures d'incitation fiscale; - enfin, la présidence mettra tout en oeuvre lors du Conseil ECOFIN pour régler les problèmes en suspens concernant l'introduction éventuelle d'une taxe combinée CO2/énergie au niveau communautaire".

The international climate negotiations process was streamlined through the successful closure of the parallel working groups on the Kyoto Protocol and on long-term cooperative action under the UN climate convention.
