As to the specific incident referred to by the MEP the Council will recall that it is for the Commission to ensure that Member States implement Community legislation such as Council Decision 87/600/Euratom on Community arrangements for the early exchange of information in the event of a radiological emergency, Council Directive 89/618/Euratom on informing the general public about health protection measures to be applied and steps to be taken in the event of a radiological emergency, and of course Council Directive 96/29/Euratom laying down basic safety standards for the protection of the health of workers and the general public against the dangers arising from ionizing radiations.

The most recent ICRP recommendations were issued early in 1991, and the provisions of the Directive have been reexamined accordingly. 1 COM(93) 349 The main amendments contained in the proposal are: - use of the definitions, quantities, units and weighting factors for radiation and tissues set out in the latest ICRP recommendations, - setting of stricter dose limits (taken from the latest ICRP recommendations) taking account of more recent estimates of the carcinogenicity of exposure to ionizing radiation, and the concept of detriment to health, - new provisions on radiological protection in certain cases of exposure to natural radiation sources at work, - banning of certain unjustified uses of radioactivity, - extension of the protective measures to be taken in the event of a radiological accident, - introduction of the concept of "dose constraint" in connection with a given source, - adjustment of the radioactivity levels relating to the authorisation/declaration conditions provided for in the Directive.

In the light of that event, he said, the Commission thought it necessary to : "- re-examine to what extent the Community Directives laying down the Basic Safety Standards for the protection of the health of workers and the general public against the dangers arising from ionizing radiation should be adapted; and - supplement such provisions by establishing general tolerance levels for radioactive contamination of products that would be applied in the Community in order to avoid the difficulties that have arisen since the Chernobyl accident"".
