IN-CONTEXT TRANSLATIONS

These Guidelines, adopted by the Joint Committee set up under Article 12 of the Agreement (the ‘Joint Committee’), aim at ensuring a harmonised implementation of the Agreement by the diplomatic missions and consular posts of the Member States of the Union (‘Member States’) and the Republic of Azerbaijan.

In order to ensure the continued and harmonized implementation of the Agreement and in conformity with the rules of procedure of the Joint Visa Facilitation Committee, the Parties agreed to undertake informal contacts between formal meetings of the Joint Committee, in order to deal with urgent issues.
Afin de garantir la mise en œuvre ininterrompue et harmonisée de l'accord, et conformément au règlement intérieur du comité mixte sur la facilitation de la délivrance de visas, les parties se sont engagées à se contacter de manière informelle entre les réunions officielles du comité mixte lorsque des questions urgentes doivent être réglées.

The position to be taken on behalf of the European Union within the Joint Committee set up by Article 12 of the Agreement between the European Union and the Republic of Azerbaijan on the facilitation of the issuance of visas, with regard to the adoption of common guidelines for the implementation of that Agreement, shall be based on the draft Decision of the Joint Committee attached to this Decision.

Article 12 of the Agreement between the European Union and the Republic of Azerbaijan on the facilitation of the issuance of visas (‘the Agreement’) sets up a Joint Committee (the ‘Joint Committee’).

The trains capable of carrying passengers and operating over the route segments listed in the schedules of the Appendix to this Order comprise “passenger-train services” for the purposes of sections 265 to 270 of the Railway Act and these services are provided, solely or jointly with other railway companies, by the following railway companies:

expressed satisfaction at the continued good functioning of the Agreement and underlined the importance of the participation of the EEA/EFTA States in the development and realisation of the internal market; noted the fact that the EEA Joint Committee had since the last meeting of the EEA Council adopted over 40 decisions incorporating some 70 pieces of Community legislation into the Agreement, including acts related to technical regulations for the telecommunications sector, to safety measures in rail, road, and sea transport and civil aviation; to foodstuffs and veterinary medicine legislation; to the environment; to mutual recognition of diplomas and access to certain professions, to competition rules and to intellectual property; EEA/EFTA States participation on the SAVE II and Info 2000 programs was also decided; procedures concerning EEA/EFTA States participation on Community programmes concerning small and medium sized enterprises and information society are now at its final stage; noted that the Joint Committee would, nevertheless, need to accelerate adoption of decisions to maintain full homogeneity of the EEA; noted, furthermore, that significant progress had been achieved on the important matter of veterinary legislation on which a Joint Committee decision was expected in time for the new system to be applied as of 1 January 1998 leading to facilitation of trade procedures and enhanced co-operation in the field of animal health; welcomed the substantive progress made on the incorporation of legislation on medicinal products and on preparations for the participation of the EEA/EFTA States in the European Agency for the Evaluation of Medicinal Products (EMEA); noted that the decision shaping provisions of the Agreement are being used increasingly, to the mutual benefit of both sides, in providing a solid basis of consultation of all Internal market partners for the preparation of relevant legislation; noted with satisfaction that progress ha ...
s'est déclaré satisfait de ce que l'accord continuait à bien fonctionner et a souligné l'importance de la participation des Etats de l'AELE/EEE au développement et à l'achèvement du marché intérieur ; a noté que le Comité mixte de l'EEE avait adopté, depuis la dernière session du Conseil de l'EEE, plus de 40 décisions intégrant dans l'accord sur l'EEE quelque 70 dispositions de la législation communautaire, notamment en ce qui concerne des réglementations techniques dans le secteur des télécommunications ; des mesures de sécurité concernant le transport ferroviaire, routier et maritime ainsi que l'aviation civile ; la législation sur les denrées alimentaires et la médecine vétérinaire ; l'environnement ; la reconnaissance mutuelle des diplômes et l'accès à certaines professions ainsi que les règles de concurrence et la propriété intellectuelle. The EEA Council : - reaffirmed its commitment to the principles outlined in the Agreement and in particular the creation of a dynamic and homogeneous European Economic Area ; - underlined the important role which the EEA Agreement is playing in the process of European integration ; - noted with satisfaction that the Agreement is functioning effectively under the management of the EEA Joint Committee and took note of the Interim Report which that Committee had submitted ; - noted with satisfaction that the Joint Parliamentary Committee and the Consultative Committee of the EEA have also begun their activities in a spirit of constructive co-operation and that the European Investment Bank has already taken the necessary measures to implement the financial mechanism as soon as all other necessary institutional procedures are finalised ; - welcomed in particular the Decision of the EEA Joint Committee to integrate the "interim acquis" published by the Community between 31 July 1991 and 31 December 1993 and therefore not included in the Agreement signed in Oporto on 2 May 1992 ; - noted the Assent given to this Decision by the European Parliament at its Plenary Session on 5 May 1994 and expressed the hope that the ratification would be completed in time for the afore-mentioned decision to enter into force throughout the EEA from 1 July 1994 ; - strongly supported the EEA Joint Committee in its efforts to continue developing further the Agreement, in parallel with the internal market rules of the EU.
Le Conseil de l'EEE : - a réaffirmé son adhésion aux principes contenus dans l'accord et en particulier à la création d'un Espace économique européen dynamique et homogène ; - a souligné le rôle important que joue l'accord sur l'EEE dans le processus d'intégration européenne ; - a pris acte avec satisfaction du fonctionnement effectif de l'accord auquel veille le Comité mixte de l'EEE et a pris acte du rapport intérimaire soumis par ce comité ; - a pris acte avec satisfaction du fait que le Comité parlementaire mixte de l'EEE et le Comité consultatif de l'EEE ont également entamé leurs activités dans un esprit de coopération constructive et du fait que la Banque européenne d'investissement a déjà pris les mesures nécessaires pour mettre en oeuvre le mécanisme financier dès que toutes les autres procédures institutionnelles nécessaires auront été achevées ; - s'est félicité en particulier de la décision du Comité mixte de l'EEE d'intégrer "l'acquis intérimaire" qui a été publié par la Communauté entre le 31 juillet 1991 et le 31 décembre 1993 et qui n'est donc pas inclus dans l'accord signé à Porto le 2 mai 1992 ; - a pris acte de l'avis conforme rendu sur cette décision par le Parlement européen lors de sa session plénière du 5 mai 1994 et a exprimé l'espoir que la ratification serait achevée suffisamment tôt pour permettre l'entrée en vigueur de la décision susvisée dans tout l'EEE à partir du 1er juillet 1994 ; - a soutenu fermement le Comité mixte de l'EEE dans ses efforts visant à poursuivre le développement de l'accord parallèlement aux règles applicables au marché intérieur de l'Union européenne.

4. Concerning developments relating directly to the good functioning of the EEA Agreement, the EEA Council: - took note of the interim report for 1995 presented by the Joint Committee and commended the Joint Committee on its work; - expressed its satisfaction at the overall functioning of the Agreement and noted that the EFTA countries, taking part in the EEA, are effectively involved in the evolution of the internal market; - reaffirmed its commitment to the decision-shaping and decision-making procedures provided for in the EEA Agreement; in this context, it underlined the continuing need for the effective functioning of the information and consultation process during the development by the EU of new legislation relevant to the EEA Agreement and for the integration of new Community legislation into the EEA Agreement without delay after its adoption by the Community; - underlined the dynamic character of the Agreement and noted its provisions aimed at further development of the cooperation; - agreed that the provisions of the Agreement concerning cooperation at ministerial level should be fully used in order to allow the EEA Council to fulfil effectively its role which consists in giving the political impetus in the implementation of the Agreement and laying down the general guidelines for the EEA Joint Committee. 5. Concerning relations in the area of foreign policy, the EEA Council: - adopted the joint declaration attached as an Annex to the present conclusions establishing the modalities of a strengthened political dialogue on issues of common interest in the area of foreign policy and undertook an exchange of views on a number of areas of foreign policy of mutual interest; - took note of the readiness of the EU, when it considered appropriate, to invite the EEA states to associate themselves with EU declarations, démarches and joint actions; - welcomed the fact that the implementation of the above-mentioned joint declaration had begun in advance of its ...
4. Quant à l'évolution concernant directement le bon fonctionnement de l'Accord sur l'EEE, le Conseil de l'EEE : - a pris acte du rapport intérimaire pour 1995 présenté par le Comité mixte et a fait l'éloge des travaux accomplis par celui-ci ; - a exprimé sa satisfaction au sujet du fonctionnement global de l'accord et a pris acte de ce que les pays de l'AELE participant à l'EEE étaient effectivement associés à l'évolution du marché intérieur ; - a réaffirmé son engagement en faveur des procédures de formation et de prise de décisions prévues par l'Accord sur l'AELE ; à cet égard, il a souligné qu'il était toujours nécessaire que les procédures d'information et de consultation fonctionnent efficacement au cours de la mise au point, par l'UE, d'une nouvelle législation en rapport avec l'Accord sur l'EEE et que la nouvelle législation communautaire soit intégrée sans retard dans l'Accord sur l'EEE après son adoption par la Communauté ; - a souligné le caractère dynamique de l'accord et a pris acte de ses dispositions visant à poursuivre le développement de la coopération ; - est convenu que les dispositions de l'accord concernant la coopération au niveau ministériel devraient être pleinement utilisées afin de permettre au Conseil de l'EEE de remplir efficacement son rôle qui consiste à donner une impulsion politique à la mise en oeuvre de l'accord et à fixer des lignes directrices générales à l'intention du Comité mixte de l'EEE. 5. En ce qui concerne les relations dans le domaine de la politique étrangère, le Conseil de l'EEE : - a adopté la déclaration commune annexée aux présentes conclusions établissant les modalités d'un dialogue politique renforcé sur les questions d'intérêt commun dans le domaine de la politique étrangère et il a entrepris un échange de vues sur un certain nombre de domaines de politique étrangère d'intérêt mutuel ; - a pris acte de ce que l'UE était prête à inviter en temps opportun les Etats membres de l'EEE à s'associer aux déclaratio ...

The meeting was attended by the members of the Council of the European Union, the responsible member of the Commission and members of the Governments of the EFTA states participating in the EEAA. 2. The EEA Council noted the progress report presented by the President of the EEA Joint Committee. 3. The EEA Council assessed the overall functioning and development to date of the EEA Agreement and: - expressed satisfaction at the continued good functioning of the Agreement and the participation of all parties in the EEA in the development and realisation of the internal market; - welcomed the increasing importance of the consultation and information procedures between the EU and the EFTA/EEA States in the shaping of EEA relevant legislation and initiatives under preparation in the EU; - welcomed the contribution of the EEA Joint Committee in maintaining the dynamism of the Agreement and thereby the homogeneity of the European Economic Area; - welcomed the active contribution in the form of reports, debate and resolutions made by the Joint Parliamentary Committee, most recently at its meeting of 20 November in Vaduz; - noted with satisfaction that the next meeting of the EEA Consultative Committee is scheduled for January 1996, as well as the continuing close informal contact and co-operation between the social partners in the EFTA States and the European Union; - noted that the provisions of the Agreement for development of cooperation had led to participation by the EFTA States in new areas, such as culture, Helios II (programmes for the disabled) and that participation in further areas is being considered.
Participaient à cette session les membres du Conseil de l'Union européenne, le membre compétent de la Commission et des membres des gouvernements des Etats de l'AELE participant à l'EEE. 2. Le Conseil de l'EEE a pris acte du rapport d'activité présenté par le président du Comité mixte de l'EEE. 3.
