Carolyn Bennett: With regard to First Nations policing: (a) which First Nations policing agreements will expire on March 31, 2013 or March 31, 2014, broken down by (i) community, (ii) type of agreement, (iii) population served by the agreement, (iv) number of officers funded by the agreement; (b) of these agreements that will expire on March 31, 2013 or March 31, 2014, which ones does the government plan to renew and what are the terms for each renewed agreement; (c) are any existing agreements being extended on a short-term basis only and, if so, why; (d) of those First Nations and Inuit communities with policing agreements in place, which ones have been consulted in the last 28 months about the status of their agreement, (i) where did these consultations take place, (ii) when were they held, (iii) with whom, (iv) if no such consultations were held, why not and are there currently plans to hold consultations with First Nations and Inuit communities about the status of their agreement; (e) why are most First Nation Police Services operating on short term agreements or on one or two year extensions; (f) does the government have plans to replace year-to-year agreements with longer term agreements of a five year duration or more; (g) why does the government approve extensions and funding for many First Nations Police Service agreements a short time before they expire; (h) does the government have plans to expand this program to additional First Nations and Inuit communities currently without a policing service agreement, (i) if so, which communities, (ii) if not, why not; (i) will federal funding levels for the First Nations Policing Program change overall after March 31, 2013 and if so, by how much, broken down by agreement; (j) how many communities served by a policing agreement have Community Consultative Groups in place and which communities are they, broken down by community; (k) for those communities without Commun ...

That, in the opinion of the House, the Indian Act is the embodiment of failed colonial and paternalistic policies which have denied First Nations their rights, fair share in resources; fostered mistrust and created systemic barriers to the self-determination and success of First Nations, and that elimination of these barriers requires the government to initiate a formal process of direct engagement with First Nations within three months of passage of this motion, on a nation-to-nation basis, which focuses on replacing the Indian Act with new agreements based on: (a) the constitutional, treaty, and inherent rights of all First Nations; (b) the historical and fiduciary responsibilities of the Crown to First Nations; (c) the standards established in the United Nations Declaration on the Rights of Indigenous Peoples, including the principle of free, prior, and informed consent; (d) respect, recognition, reconciliation and support for First Nations; (e) partnership and mutual accountability between the Crown and First Nations; and (f) stability and safety of First Nations; and that this process be completed within two years before reporting with a series of concrete deliverables for the government to act upon.

As has been noted by the members of the ITRE Committee, the first National Energy Efficiency Action Plans have proved to be a really useful exercise.

It is essential the Commission guarantee that the rules of the first national stage are correctly incorporated into national legislation, following the guidelines set forth by the ECJ, and that national authorities do not arbitrarily misinterpret the rules when drawing up the national lists.

I would also emphasise the point that all Member States must define quantifiable national targets to be included in the first national employment plan that they draw up in accordance with the new guidelines; the need for these targets to be debated in national parliaments; and the need for them to contribute to achieving better results, in terms not only of creating employment, but also of reducing unemployment, of equal opportunities and social inclusion.

The report I am presenting to you sets forth three paths for action: Firstly, national parliaments should have greater guidance and supervisory powers over their respective governments and should be able to exercise these powers effectively.

First, national action plans against exclusion and poverty are being submitted, for the first time.

(a) the construction or improvement of roads, bridges and water courses on lands of the First Nation; (b) the construction or improvement of outer boundary fences on lands of the First Nation; (c) the purchase of land for use by the First Nation; (d) the purchase for the First Nation of the interest of a member in lands of the First Nation; (e) the purchase of machinery and equipment for the First Nation; (f) the construction on, or in connection with, lands of the First Nation of such improvements or works as it considers will be of permanent value to the First Nation or will constitute a capital investment; (g) the purpose of making a once-in-a-lifetime payment to any living person whose name is deleted from the membership list of the First Nation in an amount not exceeding one per capita share of the capital moneys held by the First Nation; (h) the purpose of making loans to, investments in, or contributions to corporations or trusts; (i) the purpose of meeting expenses necessarily incidental to the management of lands of the First Nation and other First Nation property;
