Also, the Commission has approved a programme aimed at the creation of the Observatory of European Union-Latin America relations: a network of European and Latin American institutes to achieve a better understanding of regional and sectoral challenges in the framework of our relations.

In this context, the Commission has proposed that the Heads of State and Government of both regions take concrete decisions to: (a) encourage Latin American countries to adopt sound and efficient policies to increase social cohesion by reducing poverty, inequalities and exclusion in the areas of democratic governance, social policies, public finance and fiscal policy; (b) encourage the international community, including and in particular the International financial Institutions (IFIs), to support these measures and to ensure that reform programmes are carefully screened for their impact on social cohesion and social stability; and (c) intensify cooperation between the EU and Latin America in the field of social cohesion.

Within the framework of the @LIS programme, the European Commission signed today a € 12.5 million contract with the non-profit organisation DANTE (Delivery of Advanced Network Technology to Europe) for the creation of a Latin American intra-regional research networking infrastructure and its interconnection to the pan-European research network, GÉANT.
Dans le cadre du programme @LIS, la Commission européenne a signé aujourd'hui un contrat portant sur un montant de 12,5 millions d'euros avec l'organisation à but non lucratif DANTE (Delivery of Advanced Network Technology to Europe) en vue de la création d'une infrastructure de mise en réseau de la recherche sur le continent latino-américain et de son interconnexion avec le réseau paneuropéen pour la recherche GÉANT.

The Commission has decided to finance the following projects under the financial and technical assistance programme for Latin American and Asian developing countries: Bangladesh - Project to develop the central-northern region ECU 1 870 000 The aims of the project are: (a) to draw up a regional development plan for the central-northern region, focusing on flood prevention, drainage and irrigation, which are needed in order to improve agriculture and promote the region's social and economic development; (b) to conduct a feasibility study for a priority project on flood prevention, drainage and irrigation in the region, three areas which have been given priority in the action plan; (c) to conduct pre-feasibility studies for other projects identified in the regional plan.
La Commission, dans le cadre du programme d'aide financière et technique aux pays en voie de développement d'Asie et d'Amérique Latine, vient de décider le financement des projets suivants : Bangladesh - Projet d'aménagement de la région Centre-Nord 1.870.000 écus Les objectifs du projet sont : a) élaborer un plan de développement régional pour la région Centre Nord et plus particulièrement le contrôle des inondations, le drainage et l'irrigation nécessaires pour améliorer l'agriculture et pour favoriser le développement social et économique de la région; b) entreprendre une étude de faisabilité pour un projet prioritaire sur le contrôle des inondations, le drainage et l'irrigation dans la région, trois domaines designés comme prioritaires dans le plan d'action; c) entreprendre des études de préfaisabilité pour d'autres projets identifiés dans le plan régional.

In collaboration with Vice-President Manuel Marin and the other Commission members responsible for external relations, Commission member Antonio Ruberti has announced in this connection the selection of 230 new joint research projects and 102 research grants under the "Life sciences and technologies for developing countries - STD3"1 and "International scientific cooperation" programmes, which are scientific and technological cooperation initiatives between the Community and Mediterranean, Asian, Latin American and Lomé Convention countries.
En collaboration avec le Vice-Président Manuel MARIN ainsi que les autres Commissaires chargés des Relations extérieures, le Commissaire Antonio RUBERTI annonce dans ce contexte la sélection de 230 nouveaux projets conjoints de recherche et de 102 bourses de recherche du programme "Sciences et Technologies du Vivant pour les Pays en Développement - STD3"* et de la "Coopération Scientifique Internationale", initiatives de coopération scientifique et technologique de la Communauté avec les pays de la Méditerranée, d'Asie, d'Amérique Latine et avec ceux de la Convention de Lomé.
