31. to provide the process of negotiations for the FTA with CAN with greater legitimacy by means of increased transparency and greater participation on the part of all EU stakeholders, including the relevant actors in civil society, the social partners and economic operators in the two regions; in this connection, to pledge its support for the establishment of the Euro-Latin American Parliamentary Assembly, comprising Members of the European Parliament and of the Latin American integration parliaments, including the Parlandino, as the parliamentary institution of the bi-regional strategic partnership responsible for the parliamentary control and monitoring of the Association Agreements concluded between the two regions.

Urges Mercosur to successfully complete the preparations for setting up the future Mercosur Parliament with representatives from the various national parliaments; takes the view that the creation of an inter-parliamentary delegation formed by members of the Mercosur Parliament and Members of the European Parliament could help achieve greater participation by the European Parliament in driving these negotiations; points out, furthermore, that contacts between the EU and Mercosur would thus be strengthened, and the integration process would be boosted with the necessary participation of civil society in the form, inter alia, of the social partners, economic operators and social agents of the two regions, which would lend the process greater legitimacy; in this connection, pledges its support for the establishment of a Euro-Latin American Parliamentary Assembly comprising Members of the European Parliament and of the Latin American integration parliaments;
65. encourage le Mercosur à mener à bonne fin les préparatifs de la création du futur parlement du Mercosur, constitué de représentants des différents parlements nationaux; estime que la création d'une délégation interparlementaire constituée de membres du parlement du Mercosur et de membres du Parlement européen pourrait permettre au Parlement européen d'œuvrer plus étroitement à faire avancer les négociations; souligne en outre que les contacts entre l'UE et le Mercosur en seraient renforcés et que le processus d'intégration serait relancé avec la nécessaire participation de la société civile à travers entre autres les partenaires sociaux, les opérateurs économiques et les acteurs sociaux des deux régions, ce qui donnerait une meilleure légitimité au processus; dans cette même optique, appuie la création de l'Assemblée parlementaire euro-latino-américaine, constituée de membres du Parlement européen et des parlements d'intégration latino-américains;

The opening session will feature, inter alia, Erkki Liikanen, European Commissioner for Enterprise and Information Society, Alejandro Toledo, President of Peru, Eduardo Iriarte Jimenez Peruvian Transports and Communications Minister, Sergio Busetto, Italian Ambassador in Peru representing the EU Presidency, and Luis di Benedetto, Chairman of the association of Latin American telecom operators.

The ALICE project will last until April 2006, after which time the Latin American Co-operation of Advanced Networks, CLARA, will ensure the sustainability of the intra-regional Latin American research network and its direct continuous connection to GÉANT.

Discussions will also focus on issues related with the World Summit on Information Society (WSIS) that will take place in December in Geneva.This Forum will also debate ways to strengthen the participation of Latin American and Caribbean organisations in the Commission's IST Research and Development programme, taking advantage of the new financing possibilities under the international co-operation section of the sixth framework programme.
Les discussions porteront également sur des points à aborder lors du sommet mondial sur la société de l'information (SMSI), qui doit se dérouler en décembre à Genève. Le forum examinera en outre les moyens de renforcer la participation des organisations d'Amérique latine et des Caraïbes au programme de recherche et de développement TSI de la Commission, en tirant profit des nouvelles possibilités de financement offertes par le volet «coopération internationale» du sixième programme-cadre.

The initiative will accelerate the development of the Information Society in Latin America, providing an advanced data communications infrastructure to allow Latin American researchers to collaborate more easily in advanced international research projects.
