AA. whereas the number of prostitutes in Germany is estimated at 400 000, but whereas only 44 prostitutes are officially registered with the social welfare agencies following the 2002 law legalising prostitution; whereas there are no viable indications that this law has reduced crime, and whereas one third of German prosecutors have noted that legalising prostitution has ‘made their work in prosecuting trafficking in human beings and pimping more difficult’;

2. The institutions, bodies, offices and agencies and, in so far as their national law allows, the competent authorities of the Member States shall, at the request of the Office or on their own initiative, transmit to the Office any document or information they hold which relates to an ongoing investigation by the Office.

3. In this Decision, "Europol liaison officer" means a Europol employee, posted abroad to one or more third countries or to international organisations to support and coordinate the cooperation both between the authorities in those countries or organisations and Europol and amongst the liaison officers posted by the Member States" law enforcement agencies to the third country or international organisation to which he is posted, by facilitating the exchange of information between them.
Aux fins de la présente décision, on entend par "officier de liaison d'Europol " un agent d'Europol qui est envoyé dans un ou plusieurs pays tiers ou auprès d'organisations internationales pour soutenir et coordonner la coopération, d'une part , entre les autorités de ce ou ces pays ou organisations internationales et Europol, et, d'autre part, entre les officiers de liaisons détachés par les autorités répressives des États membres dans le pays tiers ou dans l'organisation internationale dans lequel ou dans laquelle il est détaché , en facilitant l'échange d'informations entre ceux-ci.

To this end Member States are obliged to designate public agencies to monitor compliance with consumer protection laws and a single coordination office for cross-border cooperation with the agencies of other Member States and to endow them with minimum powers as regards access to documents, obtaining information, and on-site inspectors and as regards enforcement measures taken by the authorities on their own authority or on the basis of a judicial order. These powers must be exercised in conformity with national laws.
À cette fin, les États membres sont tenus de nommer des autorités publiques chargées de surveiller le respect des dispositions relatives à la protection des consommateurs ainsi qu'un bureau de coordination chargé de la coopération transfrontalière avec les organismes des autres États membres et de doter ces autorités d'un minimum de compétences en matière d'investigations concernant la collecte d'informations et les enquêtes sur place et en matière de contrôle, en vertu de leurs compétences propres par voie d'une ordonnance de justice. 3. If under the conditions laid down by national law, a Member State authorises agencies and branches set up within its territory and covered by this Title to transfer all or part of their portfolios of contracts to an agency or branch covered by this Title and set up within the territory of another Member State, it shall ensure that the competent authorities of the Member State of the accepting office or, if appropriate, of the Member State referred to in Article 56 certify that after taking the transfer into account the accepting office possesses the necessary solvency margin, that the law of the Member State of the accepting office permits such a transfer and that the State has agreed to the transfer.
3. Si un État membre autorise, dans les conditions prévues par le droit national, les agences et succursales établies sur son territoire, et visées au présent titre, à transférer tout ou partie de leur portefeuille de contrats à une agence ou succursale visée au présent titre et créée sur le territoire d'un autre État membre, il s'assure que les autorités compétentes de l'État membre du cessionnaire, ou le cas échéant celles de l'État membre visé à l'article 56, attestent que le cessionnaire possède, compte tenu du transfert, la marge de solvabilité nécessaire, que la loi de l'État membre du cessionnaire prévoit la possibilité d'un tel transfert et que cet État est d'accord sur le transfert.
