SOCIAL AFFAIRS The Council adopted two Regulations: - the first amends Regulation (EEC) No 1408/71 on the application of social security schemes to employed persons, to self-employed persons and to members of their families moving within the Community, Regulation (EEC) No 574/72 laying down the procedure for implementing Regulation (EEC) No 1408/71, and Regulation (EEC) No 1945/93 amending Regulation (EEC) No 1247/92, and - the second amends Regulation (EEC) No 1408/71 on the application of social security schemes to employed persons, to self-employed persons and to members of their families moving within the Community and Regulation (EEC) No 574/72 laying down the procedure for implementing Regulation (EEC) No 1408/71.
AFFAIRES SOCIALES Le Conseil a arrêté deux règlements : - le premier, modifie le règlement (CEE) nu 1408/71, relatif à l'application des régimes de sécurité sociale aux travailleurs salariés, aux travailleurs non salariés et aux membres de leur famille qui se déplacent à l'intérieur de la Communauté, le règlement (CEE) nu 574/72, fixant les modalités d'application du règlement (CEE) nu 1408/71, et le règlement (CEE) nu 1945/93, modifiant le règlement (CEE)nu 1247/92, et - le deuxième modifie le règlement (CEE) nu 1408/71, relatif à l'application des régimes de sécurité sociale aux travailleurs salariés, aux travailleurs non salariés et aux membres de leur famille qui se déplacent à l'intérieur de la Communauté et le règlement (CEE) nu 574/72, fixant les modalités d'application du règlement (CEE) nu 1408/71.

In the case of non-legislative measures, on the other hand, simpler formulas should be available which ensure that a decision can be adopted within a stated time; these can be taken over from the 1987 Council Decision,2 with the exception of the legislation on committee procedure, which would be inappropriate for the adoption of measures of this nature. The Commission is fully aware that, if this exercise is to be completed, the full agreement of both Parliament and the Council needs to be secured; for its 1 Parliament Resolution of 16 December 1993. 2 Council Decision 87/373 laying down the procedures for the exercise of implementing powers conferred on the Commission (OJ L 197, 18.7.1987). part, regardless of the difficulties, the Commission is determined to use its best efforts to bring the matter to a successful conclusion. This initiative holds out the prospect of an overall solution, which the Commission hopes will make it possible for proposals under the co-decision procedure which are in the process of being adopted to make do with the procedures applied at present under the 1987 Decision and thus to get the legislative process moving again, while noting that this approach is without prejudice to a future revision. ***

Procedure for the provision of information in the field of technical standards and regulations Following completion of the co-decision procedure (Article 189b), the Council, having approved the amendments proposed by the European Parliament, approved the Directive amending Directive 83/189/EEC which lays down a procedure for the provision of information in the field of technical standards and regulations.

This Regulation states that Regulation (EC) No 2423/88 continues to apply to anti-dumping procedures in progress on 1 September 1994; - amending Regulation (EC) No 3286/94 laying down Community procedures in the field of the common commercial policy in order to ensure the exercise of the Community's rights under international trade rules, in particular those established under the auspices of the World Trade Organization.
