Points out that the Israeli military action is irreversibly shattering the Annapolis process and jeopardising all the limited achievements and the remaining hopes of a negotiated comprehensive settlement of the conflict in the medium term; calls therefore on the EU to take a strong initiative without further delay, with a view to convening an international conference involving all the main actors, aimed at finalising the existing peace proposals, with particular reference to the Arab League proposal, and to laying the foundations for a comprehensive settlement based on a solution providing for two states, namely the State of Israel with secure and recognised borders and a viable Palestinian state with East Jerusalem as its capital;
9. souligne que l'action militaire israélienne fait voler en éclats, de façon irréversible, le processus d'Annapolis, sape tous les progrès accomplis à ce jour et, à moyen terme, les derniers espoirs d'un règlement global et négocié du conflit; invite par conséquent l'UE à prendre sans plus attendre une initiative résolument axée sur la convocation d'une conférence internationale à laquelle participeront tous les principaux acteurs concernés, en vue de finaliser les propositions de paix existantes, et notamment celle présentée par la Ligue arabe, et de jeter les bases d'un accord global fondé sur l'existence de deux États, à savoir un État d'Israël doté de frontières sûres et reconnues et un État palestinien viable dont la capitale sera Jérusalem-Est;
