Recalls that dual-use capabilities are necessary for the implementation of the CSDP, in light of the complex security challenges in today’s world; stresses that the current crises in the Sahel and the Horn of Africa have highlighted the need for a comprehensive approach that harnesses, on the one hand, the full range of civilian-military engagement and, on the other, dual-use equipment and capacities, including European naval capabilities and civilian and military shipbuilding capacities ensuring vessel security and resilience; invites the Member States to work with the appropriate EU bodies and agencies, notably the Commission, the EDA and the European Space Agency (ESA) in seeking EU funding for dual-use capability development, which is a way to fill in capability gaps at the national, regional and Union level; recalls the dual-use potential of the Galileo programme and its value for the implementation and effectiveness of CSDP operations, particularly in the maritime domain; stresses nonetheless that priority should be given to more transparency, efficiency and multilateral approaches in the field of capability development;

The appointing authority has a broad discretion when determining the criteria of the abilities required for posts to be filled and when determining, according to those criteria and, more generally, in the interest of the service, the conditions and procedures for the organisation of a competition, in the light of the purpose of any competition organised within the European Union, which, as is clear from the first paragraph of Article 27 of the Staff Regulations, is to secure for the institution, as for any body, the services of officials of the highest standard of ability, efficiency and integrity.

5. When, in exceptional circumstances beyond the control of the exporter, a product intended for import in a given year becomes unavailable and the only means of filling the quota, in the light of normal shipping time from the country of origin, is to replace it with a product originally intended for import the following year, the issuing body may issue a new IMA 1 certificate for the replacement quantity, on the sixth working day after giving due notification to the Commission of the details of the IMA 1 certificate or part thereof to be cancelled for the year concerned and of the first IMA 1 certificate or part thereof issued for the following year to be cancelled.

Lorsque, pour des motifs exceptionnels et dans des circonstances indépendantes de la volonté de l'exportateur, un produit destiné à être importé au titre d'une année donnée n'est plus disponible et que, compte tenu de la durée normale de transport à partir du pays d'origine, le seul moyen d'atteindre le contingent est de le remplacer par un produit destiné initialement à être importé au titre de l'année suivante, l'organisme émetteur peut délivrer un nouveau certificat IMA 1 pour la quantité de remplacement le sixième jour ouvrable après notification à la Commission de toutes les données relatives à tout ou partie du certificat IMA 1 à annuler au titre de l'année en question et toutes les données relatives à tout ou partie du premier certificat IMA 1 délivré au titre de l'année suivante et à annuler.
