The aim of this Communication is to put forward a policy framework to prevent forced displacement from becoming protracted and to gradually end dependence on humanitarian assistance in existing displacement situations by fostering self-reliance and enabling the displaced to live in dignity as contributors to their host societies, until voluntary return or resettlement.
La présente communication a pour objectif de présenter un cadre d’action visant à empêcher que les déplacements forcés ne se prolongent et à mettre progressivement un terme à la dépendance vis-à-vis de l’aide humanitaire dans ces situations de déplacement, en favorisant l’autonomie et en permettant aux personnes déplacées de vivre dans la dignité et d’apporter une contribution à leur communauté d’accueil, jusqu’à leur retour volontaire ou à leur réinstallation.

Reducing the number of crossings and saving lives by enhancing ongoing support, including through EUNAVFOR Operation Sophia, to the Libyan Coast Guard and Navy, including through expanding the training activities through an immediate €1 million addition to the Seahorse programme and a grant of €2.2 million under the Regional Development and Protection Programme in North Africa and establishing a Maritime Rescue Coordination Centre; Stepping up the fight against smugglers and traffickers by ensuring an operational 'Seahorse Mediterranean' Network by Spring 2017 to strengthen the border authorities of North African countries and allow better operational cooperation amongst them; Protecting migrants, increasing resettlement and promoting assisted voluntary returns, by supporting UNHCR work with the Libyan authorities to address the situation of persons in need of international protection, supporting IOM in improving the situation of migrants in Libya and expanding its assisted voluntary returns programme from Libya to countries of origin; Managing migrant flows through the southern Libyan border by deploying the full range of EU missions and projects to support the Libyan authorities in border management and migrant protection, promoting dialogue between Libya and its neighbours and maintaining the momentum of results with Niger under the Partnership Framework; Increasing dialogue and operational cooperation with partners in North Africa on migration management; Stepping up funding from the EU Trust Fund for Africa by mobilising €200 million for projects in 2017 to support actions such as training and equipping the Libyan Coast Guard, improving the conditions for migrants and stepping up assisted voluntary returns.

‘normal residence’ means the place where a natural person lives for at least 185 days, in each calendar year, because of personal and occupational ties; in the case of a person whose occupational ties are in a different place from his/her personal ties and who lives in two or more Member States, the place of normal residence is regarded as the place of his/her personal ties provided that he/she returns there regularly; where a person is living in a Member State in order to carry out a task of a set duration, the place of residence is still regarded as being the place of his/her personal ties, irrespective of whether he/she returns there during the course of this activity; attendance at a university or school in another Member State does not constitute a transfer of normal residence; alternatively, ‘normal residence’ shall have the meaning attributed to it in Member States' national law.

Through the proposals contained in this Communication and in its more detailed country specific recommendations the Commission is proposing concrete measures that can help return the EU to growth and to create jobs that will help to raise living standards, alleviate poverty and ensure more sustainable growth for the future.
Dans les propositions figurant dans la présente communication et dans ses recommandations par pays plus détaillées, la Commission préconise des mesures concrètes pouvant contribuer à remettre l’UE sur le chemin de la croissance et à créer des emplois pour, au final, relever les niveaux de vie, réduire la pauvreté et garantir une croissance plus durable pour le futur.

This approach will continue to be promoted, and enhanced, inter alia by making it easier, cheaper and safer for African migrants living in the EU to send money back to their countries of origin, by turning brain drain into ‘brain gain’, by helping African countries tap into the potential available in their diasporas in Europe and by facilitating various forms of brain circulation, including return migration and temporary or virtual return by which African migrants can make their skills available to their home countries.

Activities receiving support include the establishment of a disease early warning system by WHO; the provision of access to primary health services and psychosocial support for 90 000 people; the creation of 20 child centres to register, trace and reunify separated/unaccompanied children; access to safe water and sanitation and distribution of food to around 150 000 people; improving the living conditions of people living in camps and at the same time assisting those willing to return to their places of origin to rebuild their houses and restart their agriculture and fishing activities.
